MAIN INDUSTRIAL STRUCTURAL BUSINESS INDICATORS, 2007

First results

First results in this Release refer to data on elements of production accounts, persons employed and gross wages and salaries generated in industrial activities of the Republic of Croatia. Data were obtained through the Structural Business Survey on Industry for 2007 (hereinafter referred to as 2007 SBS-ind). The term “industry” refers here to sections C, D and E of the NKD 2002. activities (NN, No. 13/03) in which active legal entities and parts thereof, employing 10 or more persons, were engaged in 2007.

According to the 2007 SBS-ind first results, there were 3 495 active industrial enterprises employing 283 828 persons and 4 611 industrial LKAUs of industrial and non-industrial enterprises employing 269 601 persons, according to definitions applied in this Survey (see Notes on Methodology at the end of this release)

In 2007, industrial enterprises in the Republic of Croatia generated the total income from sales of products and services in the amount of more then 162 478 million kuna, with intermediate consumption costs of more then 112 394 million kuna and gross value added of 51 723 million kuna. The comparison of 2007 and 2006 data on industrial enterprises, which were collected and processed according to the same statistical standards, shows that the total income of sales of products and services, according to the 2007 SBS-ind first results, increased in 2007 by 9.1%, intermediate consumption costs by 11.0% and gross value added generated by industrial enterprises by 5.3%

Industrial LKAUs of industrial and non-industrial enterprises generated the total income from sales of products and services in the amount of more then 151 633 million kuna, with more then 104 758 million kuna of the total intermediate consumption costs and
48 546 million kuna of gross value added. The comparison of 2007 and 2006 data on industrial LKAUs, which were collected and processed according to the same statistical standards, shows that in 2007, according to the 2007 SBS-ind first results, the total income from sales of products and services in 2007 increased by 8.0%, intermediate consumption costs by 9.2% and gross value added generated by industrial LKAUs by 5.6%, as compared to 2006.

Special note to users: statistical data presented in this Release cannot be compared with data on the structure and perfomance of the industry sector that were collected and/or processed on the basis of different methodological approaches and/or not applying the same concepts and definitions.

NOTES ON METHODOLOGY

This first release comprises first results of the Annual Structural Business Survey on Industry for 2007 (hereinafter referred to as 2007 SBS-ind Survey), which were collected according to the Statistical Standards for the Structural Business Survey on Industry (IND-21/SPS form), published in Narodne novine No. 40/05.

The focus of the first release is industry-based economic activities as defined in the NKD 2002. classification (identical to the NACE Rev.1.1 of the EU) as well as operation of units engaged in those activities. The term "industrial activities" thus refers to the three NKD 2002. sections, C, D and E (NN, No. 13/03). This definition of industry is harmonised with the one used in all industry-based statistical surveys within the Central Bureau of Statistics as well as those used for industry-based SBS statistics within the EU.

Legal basis

The annual 2007 SBS-ind Survey was carried out by the Central Bureau of Statistics together with county statistical offices, on the bases of the Official Statistics Act (NN, No. 103/03), the Annual Implementation Plan of Statistical Activities for 2008 (NN, No. 65/08), and according to the above mentioned Statistical Standards. The obligation to provide data is based on Articles 35 and 38, Paragraph 1, of the Official Statistics Act.

Concepts and definitions

Concepts and definitions used in the SBS-ind Survey are harmonised as much as possible with the EU¹⁾SBS concepts and definitions. They provide for additional explanations used in the presentation of SBS results and have no definite meaning of the words, for in other contexts (e.g., in other statistics of the Central Bureau of Statistics) they may have different meanings. They are intended only to users of SBS-ind results for a correct interpretation.

Data in this release are presented separately in two parts, the first part – considering the level of the Republic of Croatia – provides a set of tables and graphs for industrial enterprises and industrial and non-industrial LKAUs, all presented for total industry and at the division and section level of the NKD 2002., except for non-industrial LKAUs (only total). The second part – concerning the regional level of counties (NUTS 3) – provides a set of tables and graphs covering industrial enterprises and industrial and non-industrial LKAUs at an aggregated level (total and section level of the NKD 2002.).

Data grouping for industrial enterprises means that data were grouped according to the principal activity of an enterprise, irrespective of its other activities. It was taken over from the Register of Business Entities of the Central Bureau of Statistics that is responsible for its defining and updating. By definition, the principal activity of an enterprise should be the one that generates the largest share in the gross value added of the enterprise according to factor costs. Data grouping for industrial enterprises means that data are grouped according to a principal activity of the enterprise as declared in the Register of Business Entities, irrespective of whether it is an actual principal activity of an enterprise or not and irrespective of other activities an enterprise might be engaged in.

Data grouping by LKAUs means either that data are grouped according to a particular industrial activity that parts of an enterprise are actually engaged in at the three-digit group level of the NKD 2002. or that the whole enterprise is grouped as a single LKAU, if it was engaged in only one industrial activity according to the stated criterion. The division of enterprises according to the activity they actually perform and to its location – county (type of LKAU) – was done by the Industry and Energy Statistics Department of the Central Bureau of Statistics. It also prepared the Address Book of Statistical Units for SBS-ind Survey, which is updated at the beginning of each year by using all available sources.

Enterprise is the smallest combination of legal units that makes an organisational unit for the production of goods and services, which has a certain degree of decision-making autonomy, especially in controlling its own resources. An enterprise performs one or more activities at one or more locations. An enterprise cannot be but a single legal unit.

Local unit is an enterprise or a part of it situated at a geographically defined location. At any such location, one or more persons employed perform a certain economic activity for one and the same enterprise.

Kind-of-activity unit – KAU – is composed of parts of an enterprise that take part in performing an activity at the group level of the NKD 2002. (three-digit codes). It corresponds to one organisational subdivision of an enterprise.

Local kind-of-activity unit – LKAU – is a part of a unit that, according to the activity it performs, corresponds to a local unit.

Output consists of goods and services made in the course of an accounting period.

Product is a result of an economic activity. This is a general term used for goods and services.

Basic price is a price that a producer receives from a user for a unit of goods or services that was produced as an output, less the total tax for that unit. The tax is calculated as a result of production or sale (that is, product tax), plus total sum of subvention for that unit, which is the result of production or sale (that is, subventions for products). The basic price does not include transport services, for which the producer makes a separate invoice. Only transport services that a producer put into the same invoice are included, even if they are presented as a separate item.

Intermediate consumption is defined in this Survey according to the European System of National Accounts – ESA 1995 – in the following way: intermediate consumption consists of the value of goods and services spent as an input in the production process, excluding fixed assets, the consumption of which is represented as a fixed capital consumption. Goods and services can be transformed or totally consumed in the production process. Intermediate consumption also includes goods and services used as an input in auxiliary activities and allotted to LKAUs.

Other intermediate consumption comprises other external costs (costs of services) as well as a part of other costs of management and goods, material and waste sold.

Revenues from sold products (invoiced) are presented as a total at the enterprise level and by type of activity at the local unit level. These are:

- Revenues from sale to other entrepreneurs, which includes revenues from the sale of products, goods, services, materials, waste and the like in the country and abroad, including also revenues realised through the sale on credit and by instalment payment. Revenues exclude customs and customs duties, value added tax and excises, and include subventions for products.

- Revenues based on own products, goods and services (within an enterprise or a LKAU) for investments, inventory, packaging and tyres, own production services, own seed, basic livestock increase and similar revenues, that is, final consumption within a reporting unit or gross fixed capital formation.

- Value of products intended for payments in kind (including compensations in kind to persons employed and mixed income in kind).

- Revenues from goods and services delivered to other LKAUs, which make part of one enterprise, are not totally covered at the enterprise level, but only through LKAUs.

- Total revenues from the sale of goods and services at the enterprise level should be less than the amount of revenues from the sale of goods and services allotted to LKAUs.

Production evaluation:

- The value of products mentioned in items 1, 2 and 3 should be calculated according to basic prices.

- The value of products mentioned in item 4 should be calculated according to the total production costs, which consist of intermediate consumption, compensations to persons employed, fixed capital consumption, other production taxes, and lessened by other production subventions.

- Export should be presented in kuna as a value of exported goods and services recalculated on the basis of the current exchange rate, whether they were exported directly or through foreign trade organisations. The value of exported goods and services in kuna presents a part of the total invoiced sale realised by a reported unit.

Other income are those generated by reselling of products and services without further processing in a statistical unit and other income of renting of real estate, plants or equipment excluding financial renting. Other incomes do not include other not stated incomes, financial and extra incomes.

Persons employed are persons who work for an employer in state or private sector and are paid in cash or kind for their work. This includes all persons who have signed a work contract with an employer for a fixed or unspecified period of time, irrespective of type of ownership and of whether they work full-time or less than full-time. This also includes trainees, persons on maternity leave, sick leave or absent from work for other reasons, until cessation of employment.

Persons employed are also persons who presently or occasionally work under the contract or for payment in cash or kind as well as retired or unemployed persons and regular students. Also included are self-employed persons in an own trade company, firm, craft or free lance.

Gross value added, as an increase of production value, is equal to the difference between gross production value and intermediate consumption.

Wages and salaries are defined as a total remuneration, in cash or in kind, payable to all persons counted on the payroll (including home workers), in return for work done during the accounting period, regardless of whether it is paid on the basis of working time, output or piecework and whether it is paid regularly or not.

Wages and salaries include values of any kind of social contributions, income taxes, etc. payable by the employee even if they are actually withheld by the employer and paid directly to social insurance schemes, tax authorities, etc. on behalf of the employee. Wages and salaries do not include social contributions payable by the employer nor are payments for agency workers included in wages and salaries.

Wages and salaries also include: all gratuities, bonuses, awards, "thirteenth month payments", severance payments, lodging, transport, cost-of-living and family allowances, tips, commission, attendance fees, etc. received by employees, as well as taxes, social security contributions and other amounts payable by employees and withheld at source by the employer.

Comment

Detailed SBS data will be published in the Statistical Report No. 1349 entitled Main Structural Business Indicators on Industry in 2007 –Annual Results, which will be issued during the first half of 2009. Data on the total industrial activity including data on industrial enterprises employing less than 10 persons will be presented and analysed in the same Report, using available administrative sources.
