ANNUAL GROSS DOMESTIC PRODUCT, 1995 – 2005

 

This release presents the revised data on the Gross Domestic Product, the main aggregates of national accounts and employment, on the basis of methodological revision according to new and improved data sources and calculation methods used. Data series has been revised since 1995 and this release presents the revised data series for the period from 1995 to 2005.

 

The main purpose of this revision is the alignment of GDP estimates with the European System of Accounts (ESA 1995). Therefore, this revision improves the coverage and quality of estimates published to date due to new data sources and calculation methods used.

 

The effect of this major statistical revision (MSR) at the GDP level in nominal terms was the average increase of 15.8% throughout the whole period from 1995 to 2005. The greatest increase (of 17.7%) was observed in 1996 and the lowest one (of 14.2%) in 2003. The largest impact to corrections of GDP had a part that refers to the estimation of the non-observed economy. It makes about 2/3 of the overall GDP corrections throughout the whole period from 1995 to 2005. The remaining 1/3 of the overall corrections belong to the two GDP elements that were calculated according to the new ESA 95 methodology, imputed dwelling rents and financial intermediate services indirectly measured (FISIM).

 

The downward trend of a part of the non-observed economy is the result of the improvement of the Croatian statistical system (particularly the national accounts system) and of the ever stabilising economic-political environment throughout the whole observed period. The new nominal GDP values (after the revision) and the old nominal GDP values (before the revision) are visible in Table 1.2. Differences between the former and the latter GDP values can also be found in the same table  and in 2005 it amounted to 33 073 million kuna. 

 

Corrections of the GDP growth rates range from 0.02% (in 1997) up to 0.64% (in 1999). The largest correction occurred in 1999, the only year when the value of GDP decreased. Then the Kosovo crisis, which occurred then, affected the Croatian tourism as one of the major driving force of the Croatian economy (see Table 1.1.). The average correction of the GDP growth rates, for the whole observed period, amounted to 0.21%.

 

The quarterly GDP series, from the first quarter of 2000 to the third quarter of 2008, will be published by the end of February 2009 in the form of an extraordinary release. The preliminary  GDP data for 2006 and 2007 will also be published in  extraordinary quarterly GDP release as a sum of the four quarters.

 

The regular quarterly GDP series’ release is planned to be published at the end of March 2009, when the preliminary  GDP data for 2008  will be published as a sum of four quarters.

 

In order to harmonise the statistical system with the ESA 1995, further methodological improvements are planned in the forthcoming period.

 

The GDP calculation by production approach has been improved by the inclusion of the non-exhaustive part of economy, the new estimation of imputed dwelling rents and the new estimation and allocation of FISIM. The largest part of the non-observed economy consists of entrepreneurs who report, in order to avoid tax obligations, smaller revenues and higher costs than they really are. This is most visible in activities of construction, trade and hotels and restaurants.

 

The expenditure GDP components were revised in line with the production side GDP revision. The biggest corrections referred to the households’ consumption, which amounts to 13.4% of GDP on the average. This correction was done for  the imputed dwelling rent, the allocation of FISIM and the non-observed economy part. The second big correction refers to the export of tourist services, which now contains the non-observed economy and the allocation of FISIM.

 

In regard to other macroeconomic aggregates – other than GDP, following the sequence of sector accounts, on sector S.1  Domestic economy as compared to sector S.2 Rest of the world sector (RoW), the situation is as follows:

 

Gross national income (GNI) (see Table 4.1.) was lower than GDP in the whole period from 1995 to 2005 (except for 1997), indicating higher outflows of primary incomes from the Republic of Croatia than their inflows into the Republic of Croatia (on the average, GNI amounted to 98.6% of GDP in the whole observed period).

 

Gross savings was pretty high in the whole observed decade, primarily because of the steady GDP growth.

 

Deficit of the current BoP account  indicates that the growth of GDP and growth of gross investments were primarily financed from foreign sources.
