GROSS FIXED CAPITAL FORMATION (GROSS INVESTMENT), 2008

Final data

The value of gross fixed capital formation in fixed assets of legal entities in 2008 was nominally by 7.0% higher than in 2007. The share of construction works was 48.2%, of equipment 40.2% and of other (investment) 11.6%.

Gross fixed capital formation in new fixed assets nominally increased by 6.7%, as compared to 2007.

According to the NKD 2007. sections, the greatest shares in the total gross fixed capital formation, by activity of an investor, were recorded in the following sections: F Construction, 16.9%, C Manufacturing,13.1%, and G Trade, 11.2%.

By purpose of investment, the following sections were recorded to have the greatest shares in the gross fixed capital formation:
F Construction, 16.7%, C Manufacturing, 12.2%. K Financial intermediation,10.9%.

NOTES ON METHODOLOGY

Data on gross fixed capital formation of legal entities were collected by the special Annual Report on Gross Fixed Capital Formation in Fixed Assets from enterprises and other organisations if they are direct investors. Since 1996, the INV-P form has been partly changed if compared to previous years in order to be adapted to the international statistical standards and methodologies, that is, to the UN System of National Accounts – SNA 1993.

It is well known that, due to the very large number of legal entities (200 000), the survey could not cover them all, so in the period from 1993 to 1995 only the largest investors were covered, chosen on the basis of the data of the Institute for Payment Transactions.

In order to increase the quality of data, in 1996 we enlarged that directed sample, while in 1997 and 1998 we covered the whole section L Public administration and defence; compulsory social security as well as all large and medium-size enterprises according to the Institute for Payment Transactions and all other legal entities that, according to data of the Institute for Payment Transactions, had gross fixed capital payments included.

According to the data taken over from the Institute for Payment Transactions, that is, the Financial Agency (FINA), which were collected on quarterly statistical reports of legal entities for the period from January to September 1999 − 2008, the sample covered the following legal entities:

a)  banks and savings banks

b)  insurance institutions

c)  non-profit organisations whose gross fixed capital formation exceeded 100 000 kuna (since 2004)

d)  budget beneficiaries

e)  large enterprises

f)   medium-sized enterprises

g)  small enterprises whose gross fixed capital formation exceeded 50 000 kuna (in 1999), 100 000 kuna (in 2000 and 2001), 150 000 kuna (in 2002), 200 000 kuna (in 2003, 2004 and 2005) and 250 000 kuna (in 2006 , 2007 and 2008).

The 2008 data have been processed according to the National Classification of Activities, 2007 version (NKD 2007. and they are not comparable at the section and division level to previous years data, which were processed according to the NKD 2002.

Data given in table 2, by sections and divisions, have been presented according to the organisational principle, which means that gross fixed capital formation were classified by activity and headquarters of and investor.

All data, classified by technical structure, refer to the gross fixed capital formation during a year and their value is considered a value of effectively carried out construction, building and turnover of objects, equipment etc, irrespective of whether either they were completed or not or paid for or not.

Data on gross fixed capital formation by sections and divisions as given in table 3 have been presented according to the pure activity principle and section, which means that the gross fixed capital formation were classified by activities they are actually intended for, irrespective of the activity into which an organisation/enterprise was classified or of the locations of its headquarters.

Data on gross fixed capital formation in new fixed assets relate to the part of fixed assets that has been purchased directly from the contractor or producer of the equipment, or self-produced. This relates to gross fixed capital formation assets still out of buying and selling transactions among users.

It also includes existing assets purchased abroad since it directly influences country's affluence. Provision of new fixed assets includes also gross fixed assets for major improvement of the existing fixed assets.

Data collected by this survey cannot be used in the calculation of the gross fixed capital formation share in GDP, for, although GDP includes the majority of gross fixed capital formation, it excludes investments of natural persons, the value of change in stocks and some other accounts that should also be done for this calculation.
