HOTELS AND RESTAURANTS

Third quarter of 2009

 

The realised turnover value in the hotel and restaurant activity in the third quarter of 2009 was nominally by 1.8% lower than in the same period of 2008.

 

In the same period, the prices of hotel and restaurant services increased by 3.2%. Therefore, the turnover really decreased by 4.8%.

 

The turnover of 7 657 million kuna was realised in 2 406 legal entities and 13 297 outlets. The total number of persons in employment in hotels and restaurants amounted to 89 038.

 

The total turnover in the hotel and restaurant activity in the period from January to September 2009 amounted to 13 794 million kuna, which was nominally by 2.9% and really by 6.8% less than in the same period last year.

NOTES ON METHODOLOGY

 

Sources and methods of data collection

The sources of data on hotel and restaurant activity are regular statistical reports: the Quarterly Report on Hotel and Restaurant Activity for Legal Entities (UG-11 form) and the Quarterly Report on Hotel and Restaurant Activity for Tradesmen (UG-11/OBRT form).

The reporting method is used in conveying the surveys. The Quarterly Report for Legal Entities comprises all enterprises/trade companies and their parts that are engaged in the hotel and restaurant activity. The Quarterly Report on Hotel and Restaurant Activity for Tradesmen comprises natural persons (tradesmen).

 

The sampling method is used in conveying the Quarterly Report for Tradesmen survey. The results obtained through this report serve as a base for estimation of the whole group.

 

Methodology is based on the Eurostat’s Council Regulations (EC) Concerning Short-Term Statistics, 1998.

 

Data on all tradesmen refer to all activities, both principal and auxiliary ones, possibly performed by tradesmen.

 

Coverage and comparability

 

The Quarterly Report on Hotel and Restaurant Activity (UG-11 form) cover all legal entities (enterprises/trade companies) and parts thereof that are engaged in the hotel and restaurant activity. Reporting units for this survey were hotel and restaurant business entities (state-owned, privately owned, cooperatively owned, in mixed ownership and in non-existing ownership; parts of business entities not engaged in hotel and restaurant activities (institutions, foundations, clubs etc.); founders of vacation facilities for children and youths (Red Cross, social care centres, schools, pupil and student organisations etc.); health care organisations, (code 86.1 according to the NKD 2007.) referring to their facilities offering medical rehabilitation services and advantages of natural factors (water, air, altitude etc.), as well as other organisations engaged in health and recreative tourism (users are charged for services); organisations that founded, or take care of, mountain lodges; business entities engaged in transport (sleeping cars and couchettes); business entities offering facilities for school children’s outdoor sojourns.

 

The Address Book of Reporting Units has been formed on the basis of the Register of Business Entities. It is updated every year according to the Fina data (annual report on income tax, the most recent situation in 2007).

 

Since 2009, a new classification of activities (NKD 2007.) has been in use. This change of the classification as well as continuous updating of the Statistical Business Register affect the comparability of data with previous periods.

 

The Quarterly Report on Hotel and Restaurant for Tradesmen (UG-11/OBRT form) include tradesmen selected by a random sample method, registered by their prevailing activity into section I of the NKD 2007.

 

Sample stratification was based on the prevailing activity of the tradesmen according to the NKD 2007. The database of income tax payers of the Tax Administration Office of the Ministry of Finance served as a sample framework. It consists of all tradesmen registered in section I of the NKD 2007.

 

Tradesmen who perform a hotel and restaurant activity, but are registered in other sections of the NKD 2007. by their prevailing activity, are excluded from the framework and, therefore, they were not taken into account when the whole group was estimated.

 

All data based on sample methods show a certain degree of unreliability. A sampling error is shown in table 3. Apart from the sampling error, data are influenced by non-sampling error due to obsolete frameworks and its errors, errors in data reporting as well as errors occurring during data editing and estimation process.

 

Definitions regarding hotel and restaurant enterprises

 

Hotel and restaurant activity includes food preparation and other food provision services, preparation and serving of beverages and accommodation services (the Law on Hotel and Restaurant Activity, NN, No.138/06). According to the NKD 2007., this covers section I Accommodation and food service activities (excluding students’ and pupils’ boarding homes and other non-tourist accommodations, which are also classified into section I). According to the definition of the hotel and restaurant activity, included are also accommodation services to tourists in spas and health establishments (classified under class 86.1 of the NKD 2007.).

 

Seasonal engagement in a hotel and restaurant activity means that hotel and restaurant business entities and parts thereof may be engaged in hotel and restaurant activity either the whole year round or seasonally. The hotel and restaurant activity is considered to be seasonal if it is done by business entities and parts thereof that in five subsequent months in the course of a year realise, by rendering services and purchase of goods, at least 60% of their annual income. A tradesman may also work periodically (during some events, fairs, performances etc.).

 

Hotel and restaurant facility is a business unit in hotel and restaurant activity that forms a whole in the business, construction and functional sense or functions like one within a bigger construction unit.

 

Hotel and restaurant units are divided into different types, which are then classified into various categories. It is to be discerned between accommodation facilities (restaurants, motels, boarding houses, etc.) and food serving facilities (restaurants, coffee-rooms, snack-bars, etc.).

All data by types of facilities are presented according to the Regulation on Classification, Minimal Conditions and Categorisation of Hotel and Restaurant Facilities (NN, Nos. 88/07, 05/08, 49/08 and 75/08) accommodation facilities have been re-categorised into new types and categories.

 

All facilities that have not been categorised according to the mentioned Regulation are classified as Uncategorised facilities.

 

Business units related to tradesmen correspond to the number of hotel and restaurant outlets.

 

According to the methodology, the number of persons in employment comprises all persons who actually work, including owners.

 

Persons in employment include all persons employed for fixed or specified period of time in hotel and restaurant facilities as well as persons employed in administration or supporting services.

 

Turnover in hotel and restaurant activity includes the value of provided goods and non-goods services – food and drinks, accommodation and other services accompanying basic hotel and restaurant services, irrespective of whether they are charged or not. Turnover includes the value added tax.

 

Number of seats comprises restaurant seats, and seats on terraces and other places where hotel and restaurant services are available.

 

Definitions regarding tradesmen

 

Total turnover includes the value of all sold goods and services, irrespective of whether they are charged or not. Turnover includes the value added tax. The turnover of all activities done by a particular craft (including main, prevailing and other activities crafts are engaged in).

Value added tax includes a value added tax paid by a customer.

 

Number of persons in employment, according to the methodology, covers all persons who actually work in a craft, including owners who work. While reporting on the number of persons in employment, reporting units often do not stick to this principle and omit owners.

 

Number of seats at tables comprises indoor seats, seats on terraces and other places in which hotel and restaurant services are available.

 

Structure of hotel and restaurant turnover, by types of services, refers to the structure expressed in percentage for the turnover realised from hotel and restaurant activities, by the following types of services: alcoholic and non-alcoholic beverages, food and drinks, accommodation services to tourists and other hotel and restaurant turnover.
