INVESTMENTS IN ENVIRONMENTAL PROTECTION, 2008

 

 

The total investments in environmental protection in 2008 amounted to 2 316 500 000 kuna.

 

End-of-pipeline investments amounted to 83.9% (1 944 490 000 kuna) of the total amount and investments in integrated technologies to 16.1%
(372 010 000 kuna).

 

In the total amount of investments (2 316 500 000 kuna), investments in air and climate protection accounted for 18.4% (426 323 000 kuna), waste water management for 26.3% (608 296 000 kuna), waste management for 9.8% (228 111 000 kuna), protection and sanitation of soil, ground and surface water 12.7% (293 444 000 kuna), noise and vibration abatement 0.8% (17 586 000 kuna), protection of biodiversity and landscape 1.2%
(29 163 000 kuna), protection against radiation 0% (224 000 kuna) and other environmental protection activities 30.8% (713 353 000 kuna).

 

The total current expenditures for environmental protection in 2008 amounted to 1 363 296 000 kuna.

 

In the total amount of current expenditures for environmental protection (1 363 296 000 kuna), internal current expenditure accounted for 46.2%
(630 402 000 kuna) and external current expenditure for 53.8% (732 894 000 kuna).

 

In the total amount of current expenditures for environmental protection (1 363 296 000 kuna), air and climate protection accounted for 7.4% (100 888 000 kuna), waste water management for 21.7% (295 262 000 kuna), waste management for 42.9% (584 251 000 kuna), protection and sanitation of soil, ground and surface water for 7.0% (95 928 000 kuna), noise and vibration abatement for 0.2% (2 796 000 kuna), protection of biodiversity and landscape for 3.6% (48 890 000 kuna), protection against radiation for 0.3% (4 575 000 kuna) and other environmental protection activities for 16.9% (230 706 000 kuna).

 

Total environmental revenues in 2008 amounted to 1 152 673 000 kuna.

 

In the total amount of environmental revenues (1 152 673 000 kuna), revenues from providing environmental protection services accounted for 66.1% (761 615 000 kuna), revenues from selling by-products of environmental protection-related activities for 32.9% (379 051 000 kuna) and savings from using own by-products of environmental protection-related activities for 1.0% (12 007 000 kuna).

 

In the total amount of environmental protection-related activities, air and climate protection accounted for 0.7% (7 561 000 kuna), waste water management for 38.9% (448 468 000 kuna), waste management for 55.6% (640 822 000 kuna), protection and sanitation of soil, ground and surface water for 2.8% (32 828 000 kuna), noise and vibration abatement for 0% (107 000 kuna), protection of biodiversity and landscape for 0.4% (4 040 000 kuna) and other environmental protection activities for 1.6% (18 847 000 kuna).

NOTES ON METHODOLOGY

 

Source and methods of data collection

 

Data on investments in environmental protection are collected by the reporting method (INV-OK form) trough the Pilot Annual Report on Investments in Environmental Protection (INV-OK form) in compliance with the law on official statistics (NN, No. 80/09).

 

Reporting units are all business entities and parts thereof or tradesmen listed in the Registry of Business Subjects and classified according to the NKD 2007 in any activity section that invested in environmental protection.

 

Definitions

 

End-of-pipe investments are investments in methods, practices, technologies, processes and equipment designed to collect and remove pollutants (e.g. air emissions, effluents of solid waste) after their release into the environment. In addition, they facilitate waste processing and disposal, as well as monitoring and measuring of pollution levels (mostly through end-of-pipe methods, techniques or equipment, such as air emissions filters, waste water treatment plants, waste disposal facilities).

 

Investments in integrated technologies are investments in improvement of existing or development of new methods, practices, technologies, processes or equipment designed to prevent or reduce the amount of pollution created at the source, thereby reducing the environmental impacts of releasing pollutants and/or other polluting activities (as a part of a production process – thus the designation 'integrated').

 

Pollution prevention could involve different types of activities, such as: modifying existing equipment or technology, integrating new and improved technology, re-formulating or re-designing products, switching to raw materials that provide cleaner inputs, and/or restoring environmental changes as a part of environmental management.

 

Internal current expenditures are intended for operation of end-of-pipe environmental equipment – material, energy, maintenance, personnel costs (only for the personnel in charge of environmental protection), and other internal current (training, informing, general administration for the environment protection). Purchases of environmental protection services from Public Sector or specialised producers are excluded.

 

External current expenditures include payments to third parties for environmental protection services, including both Public Sector and specialised producers, both public and privately owned (e.g. fees/purchases for waste disposal or waste water treatment, or soil and ground water decontamination). Excluded are fines and penalties.

 

Environmental revenues include: revenues from providing environmental protection services, revenues from selling by-products of environmental protection-related activities with a market value  (e.g. electric energy as a by-product in the process of landfill degasification, recycled waste), and the value of savings from using own by-products of environmental protection-related activities.

 

Environmental domains

 

Data on environmental expenditures are collected according to different environmental domains as defined by the Single European Statistical Classification of Environmental Protection Activities (CEPA), which was adopted at the Conference of the European Statisticians in June 1994 and revised in 2000.

 

Environmental domains are divided into: protection of air and climate; waste water management; protection and remediation of soil, groundwater and surface water; noise and vibration abatement; protection of biodiversity and landscape; research and development and other environmental protection activities (e.g. protection against radiation).
