MIGRATION OF POPULATION OF THE REPUBLIC OF CROATIA, 2008

 

This First Release contains data on the internal and international migration of population of the Republic of Croatia for the period from 1999 to 2008 and data at the county level for the period from 2004 to 2008.

 

International migration

 

In 2008, there were 14 541 persons that immigrated to the Republic of Croatia and 7 488 persons that emigrated from it.

 

The Republic of Croatia had the positive net migration with foreign countries for the whole period from 1999 to 2008 (the number of immigrants was higher then the number of emigrants) and in 2008 the net migration amounted to 7 053.

 

In 2008, there were 86.1% Croatian citizens and 13.9% foreigners that immigrated into the Republic of Croatia, while 88.4% Croatian citizens and 5.8% foreigners emigrated abroad (there were 5.8% persons whose citizenship was unknown). Out of the total number of immigrants, there were 56.2% persons who arrived from Bosnia and Herzegovina. Out of the total number of emigrants from the Republic of Croatia, 49.2% persons departed to Serbia, 17.1% to Bosnia and Herzegovina and 8.7% to Germany.

 

With regard to gender, out of the total number of immigrants, there were more men then women (52.9%). Out of the total number of emigrants, there were more women (50.7%).

 

In 2008, the greatest share in the total number of persons that immigrated to the Republic of Croatia was recorded in the City of Zagreb (15.6%), County of Split-Dalmatia (12.1%) and the County of Zadar (9.4%). The largest share of emigrants from the Republic of Croatia to foreign countries was in the County of Sisak-Moslavina (15.7%), followed by the City of Zagreb (12.2%) and the County of Osijek-Baranja (8.6%).

 

Internal migration

 

In 2008, there were 75 047 persons who changed their place of permanent residence within the Republic of Croatia.

 

The largest number of migrated population within the Republic of Croatia was aged 20 − 39 (49.1%), while the share of women in the total number of migrated population was 54.9%.

 

Within the total number of migrated population on the territory of the Republic of Croatia in 2008, the largest number of persons (39.4%) migrated between counties, 38.9% of persons migrated between towns/municipalities of the same county and 21.7% of persons migrated between settlements of the same town/municipality.

 

The majority of migrations between towns/municipalities within the same county in 2008 were recorded in the County of Split-
-Dalmatia and the County of Primorje-Gorski kotar. The majority of migrations between counties were recorded in the City of Zagreb and the County of Zagreb.

 

Out of the total of twenty counties and the City of Zagreb, seven counties and the City of Zagreb had the positive net migration between counties (the number of immigrants was larger than the number of emigrants), and the highest one was recorded in the County of Zagreb (1 246 persons). Thirteen counties had the negative net migration between counties. The largest negative net migration was recorded in the County of Slavonski Brod-Posavina (-597 persons) and the County of Vukovar-Sirmium (-510 persons).

 

Total migration of population in 2008

 

The largest positive total net migration of population in 2008 (the difference between the total number of immigrants from another county and abroad and the total number of emigrants to another county and abroad) was recorded in the City of Zagreb (2 385 persons) and the County of Zagreb (1 841 persons). The largest negative total net migration of population was recorded in the County of Sisak-Moslavina (-951 persons) and the County of Požega-Slavonia (-341 persons).

NOTES ON METHODOLOGY

 

Data source

 

Surveys on internal and international migration of population of the Republic of Croatia are carried out based on data collected in the Department for Administrative Affairs of the Ministry of Interior. Persons' legal duty to register changes of their place of permanent residence is based on the Act on Permanent and Temporary Residence of Citizens (NN, Nos. 53/91, 26/93 and 11/00) and the Aliens Act (NN, No. 79/07).

 

Coverage

 

Data in this first release comprise all Croatian citizens and foreigners who have been granted permanent stay in the Republic of Croatia who registered their place of permanent residence at the Ministry of Interior as well as persons who have cancelled their residence with an intention to permanently take up residence in another settlement in the Republic of Croatia or abroad.

 

Definitions and explanations

 

Migration is the spatial movement of people.

 

Statistics of internal migration of population collects and processes data on migration flows of population on the territory of the Republic of Croatia, that is, the data on number and characteristics of persons who changed their place of permanent residence in a given calendar year.

 

Statistics of international migration of population collects and processes data on international migration flows, that is, the data on number and characteristics of persons who changed their country of permanent residence in a given calendar year.

 

Internal migration is the change of permanent residence of population on the territory of the Republic of Croatia, that is, both place of the previous residence and the place of destination are situated within the Republic of Croatia.

 

International migration of population is the change of a country of permanent residence for the purpose of establishing a new permanent residence in another country.

 

Place of permanent residence, according to Article 2 of the Act on Permanent and Temporary Residence of Citizens, is "a place where a person settled with an intention of staying permanently".

 

Permanent stay, according to Article 78 of the Aliens Act, “may be granted if foreigner had approved temporary stay for an uninterrupted period of 5 years before the submission of the application. It shall be deemed that foreigner had an uninterrupted stay in the Republic of Croatia if his several-time absence from the Republic of Croatia within a period of five years is not longer than 10 months, that is, if his one-time absence from the Republic of Croatia within a period of five years is not longer than 6 months“.

 

A migrant is a person who changed a place of permanent residence (immigrant, emigrant).

 

Immigrants are persons who registered their place of permanent residence in any settlement of the Republic of Croatia, while their previous place of permanent residence was situated in another settlement in the Republic of Croatia or abroad.

 

Emigrants are persons who cancelled their place of permanent residence situated within the Republic of Croatia with an intention to register it in another settlement either in the Republic of Croatia or abroad.

 

Net migration of population (migration balance) is the difference between the number of immigrants and emigrants of a particular area or country in a given period of time. The contribution of migration to overall population growth or decline is due to positive or negative net migration (net migration is positive when the number of immigrants exceeds the number of emigrants, or net migration is negative when the opposite is true).

 

Total net migration of population of the county is the difference between the total number of immigrants from another county and abroad and the total number of emigrants to another county and abroad.

 

Age of migrants is presented as an age reached at the moment of migration. Each age group includes persons who reached age within limits of an interval. For example, the age group from 15 to 19 years includes all persons who have reached 15 years and more, but have not yet turned 20.

 

Citizenship is defined as person's permanent legal relation with a state, which admits a special legal status to a person.

 

Croatian citizenship can be obtained according to the Croatian Citizenship Act (NN, Nos. 53/91, 28/92 and 113/93) by origin, birth on the territory of the Republic of Croatia, naturalisation and on the basis of international contracts. Citizenship of the Republic of Croatia terminates: by discharge, renouncement and in accordance with international agreements.

 

Foreigner, according to Article 2 of the Aliens Act, is "a person who is not a citizen of the Republic of Croatia".

Data on migration are presented by territorial constitution as on 31 December 2008, according to the Act on the Territory of Counties, Cities and Municipalities in the Republic of Croatia (NN, Nos. 86/06, 125/06 and 16/07).
