AVERAGE MONTHLY PAID OFF NET EARNINGS OF PERSONS IN PAID EMPLOYMENT

For August 2009

 

Since July 2009, the effect of the special tax (Act on Special Tax on Earnings, Pensions and Other Income, NN, No. 94/09) on an average monthly paid off net earning in legal entities has been presented.

 

The special tax on net earnings for August 2009 caused the reduction of an average monthly paid off net earning of 2.9% in the Republic of Croatia. The effect of this tax according to the NKD 2007. activity sections is presented in Table 3.

 

Since January 2009, data have been expressed according to the National Classification of Activities – NKD 2007. (NN, Nos. 58/07 and 72/07). Information on the application of the new classification is given in the Notes on Methodology at the end of this release.

 

For August 2009, the average monthly paid off net earning per person in paid employment in legal entities in the Republic of Croatia amounted to
5 267 kuna, which represented the nominal
decrease of 0.8% and the real one of 0.7%, as compared to July 2009.

 

The average monthly paid off net earning per person in paid employment in legal entities in the Republic of Croatia was nominally by 1.6% and really by 0.1% higher for August 2009, as compared to August 2008.

 

In the period from January to August 2009, the average monthly paid off net earning per person in paid employment in legal entities in the Republic of Croatia amounted to 5 309 kuna, which represented the nominal increase of 3.9% and the real one of 1.1%, as compared to the same period of 2008.

NOTES ON METHODOLOGY

 

Since January 2009, statistical data on earnings have been observed, processed and presented according to the National Classification of Activities, 2007 version (NKD 2007.). This Classification entered into force on 1 January 2008 (NN, Nos. 58/07 and 72/07) and, regarding its contents and structure, it is completely in line with the NACE, Rev. 2. Its implementation will provide for a high quality international coverage of statistical data.

 

The implementation of the NKD 2007. in the monthly survey on persons in employment and earnings caused the formation of a new structure of legal entities at the NKD 2007. classes for 2009 and, due to the calculation of indices, for 2008. This means that the structure of the coverage of legal entities in 2008 and 2009 differs from its structure in previous years.

 

The structure of the NKD 2007. is different from that of the NKD 2002. and all relevant changes that occurred in the NKD 2007. can be found in the Methodology for the Statistical Implementation of the National Classification of Activities, 2007 version – NKD 2007. (NN, Nos. 102/07 and 123/08).

 

Data source

 

Data on average monthly paid off net earnings are based on regular monthly survey covering 70% of persons in employment in each NKD 2007. division. The survey comprises persons in employment in legal entities of all types of ownership, government bodies, and bodies of local and regional government and self-government units, on the territory of the Republic of Croatia. Persons employed in crafts and trades and free lances and private farmers are not covered, so data on their pays are not included in the data on average net earnings.

 

Since January 2004, the data on average monthly paid off net earnings have included pays of persons employed in the police and defence.

 

Data on earnings are collected by the report form (RAD-1) to be filled in by legal entities on the basis of their respective payrolls.

 

Since July 2009, along with data on average monthly paid off net earnings, data on average monthly paid off net earnings reduced by the special tax (Act on Special Tax on Earnings, Pensions and Other Income, NN, No. 94/09) have also been collected.

 

Coverage and comparability

 

The statistical survey on average monthly net earnings of persons employed in legal entities includes net earnings of persons in permanent employment, irrespective of the kind of employment and number of working-hours. In the case when persons employed in legal entities in one month or during several subsequent months do not get their pays, they are not included in the data on the number of employed persons when calculating the average for that month or months.

 

 

Data on average net earnings are presented according to realised pay-offs in current for previous month, which is in line with the pay-off dynamics in most legal entities, so the average earning per person in paid employment refers to the month for which the pay-off has been received.

 

However, if the pays are late for previous months and periods of time, the data are included into average earnings for the referring month, since the monthly survey dynamics does not allow corrections of data that are already issued and used.

 


Definitions

 

Average monthly paid off net earnings comprise income of a person in employment earned for work done during regular working hours as well as annual leave, paid leave, public holidays and day-offs as prescribed by law, sickness leave up to 42 days, absence for continuing professional education, during lay-off and job stop caused against person’s will and of no fault of his own, worker’s meal and net pays on the basis of compensations, allowances and rewards in sums which are subjects to contributions, taxes and surtaxes.

 

Nominal indices of net earnings are calculated from data on average monthly net earnings for respective month and year.

 

Real indices of net earnings are calculated by dividing index of nominal net earnings with a consumer price index for the respective month and year.

 

The influence of the special tax on net earnings was calculated as a relation of a net earning after the special tax has been deducted and a net earning before the deduction of the special tax.
