Ukupna desezonirana industrijska proizvodnja^1) u Republici Hrvatskoj u kolovozu 2010., u usporedbi sa srpnjem 2010., bilježi pad za 1,3%.	The total seasonally adjusted industrial production^1) in the Republic of Croatia in August 2010, as compared to July 2010, decreased by 1.3%.
U kolovozu 2010., u usporedbi s kolovozom 2009., industrijska proizvodnja, kalendarski prilagođena^2), u Republici Hrvatskoj bilježi pad za 0,7%.	In August 2010, as compared to August 2009, the industrial production in the Republic of Croatia, working-day adjusted^2), decreased by 0.7%.

1)	Podaci koji se uspoređuju s podacima od prethodnog mjeseca (tzv. mjesečna usporedba prema terminologiji i praksi Eurostata) desezonirani su podaci u skladu s Uredbom Komisije 1165/98 EU-a i STS preporukama za objavljivanje publiciranje STS podataka, posebno za prezentaciju indeksa industrijske proizvodnje.	1)	Data compared to those of the previous month (the so-called month-on-month comparison according to the Eurostat’s terminology and practice) are seasonally adjusted data, in line with the Council Regulation No 1165/98 of the EU and the STS recommendations for publishing of STS data, in particular referring to the presentation of the industrial production indices.

U kolovozu 2010., u odnosu na srpanj 2010., Trajni proizvodi za široku potrošnju manji su za 3,5%, Energija je manja za 2,4%, Kapitalni proizvodi manji su za 1,6%, a Netrajni proizvodi za široku potrošnju manji su za 0,8%, dok su Intermedijarni proizvodi veći za 4,1%.	In August 2010, as compared to July 2010, Durable consumer goods were by 3.5%, Energy by 2.4%, Capital goods by 1.6% and Non-durable consumer goods by 0.8% lower, while Intermediate goods were by 4.1% higher.

U kolovozu 2010., u odnosu na kolovoz 2009., Trajni proizvodi za široku potrošnju manji su za 12,4%, Kapitalni proizvodi manji su za 7,6%, Intermedijarni proizvodi zadržali su istu razinu kao i u prethodnom mjesecu, dok je Energija veća za 4,6%, a Netrajni proizvodi za široku potrošnju veći su za 1,6%.	In August 2010, as compared to August 2009, Durable consumer goods were by 12.4% and Capital goods by 7.6% lower, Intermediate goods remained at the same level as in previous month, while Energy was by 4.6% and Non-durable consumer goods by 1.6% higher.

METODOLOŠKA OBJAŠNJENJA				NOTES ON METHODOLOGY
U ovom priopćenju promijenjen je koncept objavljivanja prvih rezultata indeksa industrijske proizvodnje Republike Hrvatske. DZS je uskladio prezentaciju i interpretaciju indeksa industrijske proizvodnje s onim koji je propisan Uredbom Vijeća (EC) o kratkoročnim statistikama br. 1165/98 Europske unije i donesenim Preporukama Eurostata o objavljivanju indeksa industrijske proizvodnje (iz siječnja 2009.), koje su namijenjene državama članicama za potrebe prezentacije ovog pokazatelja, posebice korisnicima.				In this first release, the concept of publishing of first results of the industrial production indices of the Republic of Croatia has been changed. The Central Bureau of Statistics (CBS) harmonised the presentation and interpretation of the industrial production indices with those prescribed by the Regulation (EC) No 1165/98 on Short-Term Statistics and the Eurostat’s Recommendations for Publishing of STS Data (of January 2009) intended for the Member States for presentation purposes, particularly to users.
Radi toga, prvi rezultati indeksa industrijske proizvodnje prezentirani su na najvišim agregatima industrijskih djelatnosti za ukupno RH i po agregatima GIG-a 2009., u desezoniranim i kalendarski prilagođenom obliku. Stoga se, u skladu sa spomenutom Uredbom i Preporukama, industrijska proizvodnja tumači mjesečnom stopom rasta izračunanom iz desezoniranih indeksa, a godišnja stopa rasta iz kalendarski prilagođenih indeksa. Radi održavanja dosljednosti prema prethodno objavljenim serijama, u ovom se priopćenju prikazuju i izvorni podaci (tablica 4.) na način na koji su se dosad prikazivali u Priopćenju 2.1.1. u 2009. i prethodnim godinama, ali bez njihova posebnog tumačenja. Zbog toga su u ovom priopćenju prikazani i trend-indeksi (tablica 2.) jer su na temelju trend-indeksa do sada prikazivani i tumačeni svi podaci u Priopćenju 2.1.3. – Sezonski i kalendarski prilagođeni indeksi te trend,  koje je od veljače 2010. također promijenilo sadržaj te se objavljuje pod nazivom – Indeksi obujma industrijske proizvodnje prema područjima i odjeljcima NKD-a 2007. u 2010., prvi rezultati, a u pravilu se objavljuje tjedan dana nakon ovog priopćenja. Sadrži detaljne podatke o industrijskoj proizvodnji, na razini odjeljaka NKD-a 2007., u obliku desezoniranih, kalendarski prilagođenih i izvornih indeksa te trenda.				In regard with this aim, first results of the industrial production indices are presented at the highest aggregate levels of industrial activities for the total Republic of Croatia and according to the MIGs 2009. aggregates, in seasonally and working-day adjusted figures. Thus, in concordance with the mentioned Regulation and Recommendations, the industrial production is interpreted with month-on-month growth rates calculated on the basis of seasonally adjusted series, while year-on-year rates are calculated on the basis of working-day adjusted series. In order to keep consistency with previously published series, original indices (see table 4) are presented in this first release in the same way as they were presented in the first release No 2.1.1. in 2009 and in previous years, but without any interpretation. For the same reason, the trend indices were shown in this first release (see table 2), due to the fact that all data as well as interpretations were based on them in the first release No 2.1.3. entitled Seasonally and working-day adjusted indices and trend, which started in February 2010 with a changed contents and under a new title – Industrial production volume indices, according to NKD 2007. sections and divisions, 2010, First Results and is usually published a week after this first release. It comprises detailed data on industrial production at the division level of the NKD 2007., in the form of seasonally adjusted, working-day adjusted and original indices and trend.
Spomenuti koncept indeksa zadržat će se u prijelaznom razdoblju tijekom 2010. isključivo radi korisnika podataka koji su navikli na taj način prezentiranja indeksa industrijske proizvodnje, koji se nije mijenjao dugi niz godina. Međutim, usklađivanje sa statističkim konceptima EU-a, koje uključuje i prezentaciju podataka zahtijeva prilagođavanje osobito u okviru procesa približavanja ulaska RH u EU. Nacionalnim će korisnicima taj način prezentacije omogućiti neposrednu usporedbu s podacima koje objavljuje Eurostat na svim internetskim stranicama: http://ec.europa.eu/eurostat i internetskim stranicama za Glavne europske ekonomske pokazatelje (tzv. GEEP): http://ec.europa.eu/eurostat/euroindicators, od kojih je jedan i indeks industrijske proizvodnje, koji DZS redovito dostavlja u Eurostat već od 2003.				This concept of presenting indices will be kept in transitional period during 2010 solely to help data users who are used to this way of presenting the industrial production indices, which have not been changed for so many years. However, the harmonisation with the EU statistical concepts, which also includes the implementation of data, requires the adjustment, especially in the framework of accessing of the Republic of Croatia to the EU. This concept of presentation will enable the national data users to directly compare the national with those published on the Eurostat’s Internet site: http://ec.europa.eu/eurostat and on the internet site for Principal European Economic Indicators (the so-called PEEIs): http://ec.europa.eu/eurostat/euroindicators, of which one is the industrial production index that has been regularly disseminated by the Central Bureau of Statistics to Eurostat since 2003.

Indeks fizičkog obujma industrijske proizvodnje važan je kratkoročni pokazatelj poslovnog ciklusa kojim se mjere mjesečni rezultati industrijskog sektora. S obzirom na njegovu periodiku i brzinu u kojoj je raspoloživ, on je središnji i ažuran pokazatelj razvoja industrijskog sektora, koji je jedan od najnestabilnijih sastavnica gospodarstva.				The industrial production volume index is an important short-term indicator of a business cycle that measures monthly results of the industrial sector. Taking into account its periodicity, its rapid availability, it is a central and up-to-date indicator of the development of the industrial sector, which is one of the most volatile components of economy.

Indeksi prikazani u ovom priopćenju izračunani su na temelju podataka prikupljenih Mjesečnim istraživanjem o industrijskoj proizvodnji (IND-1/KPS/M) u 2010. Mjesečno istraživanje o industrijskoj proizvodnji (IND-1/KPS/M) u 2010. provodi DZS zajedno s područnim jedinicama za statistiku u županijama i upravnim tijelom Grada Zagreba nadležnim za poslove službene statistike na temelju Zakona o službenoj statistici (NN, br. 103/03. i 75/09.).				In this first release, all indices were calculated on the basis of data collected through the Monthly Survey on Industrial Production (IND-1/KPS/M form) in 2010. The Monthly Survey on Industrial Production (IND-1/KPS/M form) in 2010 is carried out by the Central Bureau of Statistics together with its regional units and the administrative body of the City of Zagreb on the basis of the Official Statistics Act (NN, Nos 103/03 and 75/09).
Koncepti i definicije koji se primjenjuju u istraživanju IND-1/ KPS/M navedeni su u Statističkim standardima za Mjesečno istraživanje o industrijskoj proizvodnji i zaposlenim osobama (IND-1/ KPS/M), a objavljeni su u Narodnim novinama br. 11/09. Usklađeni su s konceptima i definicijama EU-a, a posebno spomenute temeljne Uredbe Vijeća (EC) br. 1165/98 te Uredbe Komisije (EK) br. 1503/2006 o definicijama varijabla, popisu varijabla i učestalosti prikupljanja podataka.				Concepts and definitions used in this survey are specified in the Statistical Standards for the Monthly Survey on Industrial Production and Persons Employed (IND-1/KPS/M form) published in Narodne novine No 11/09. Concepts and definitions are harmonised with the EU Methodology of Short-Term Business Statistics with the Council Regulation (EC) No 1165/98. and Commission Regulation (EC) No 1503/2006 on definitions of variables, list of variables and frequency of data compilation.
Pokrivenost i obuhvat				Scope and coverage
Istraživanjem IND-1/KPS/M obuhvaćena su sva poduzeća i njihovi dijelovi s 20 i više zaposlenih koji se bave jednom ili više industrijskih djelatnosti koje su navedene u područjima NKD-a 2007. (NN, br. 58/07. i 72/07.), i to: B Rudarstvo i vađenje, C Prerađivačka industrija i D Opskrba električnom energijom, plinom, parom i klimatizacija, tj. njihovim odjeljcima 05 – 35 (osim skupine 35.3).				The IND-1/KPS/M Survey covers enterprises and parts thereof employing 20 or more persons and performing one or several industrial activities listed in the NKD 2007. (NN, Nos 58/07 and 72/07), sections B Mining and quarrying, C Manufacturing and D Electricity, gas, steam and air conditioning supply, that is, their divisions 05 – 35 (except group 35.3).
Izvještajno razdoblje				Reference period
Izvještajno razdoblje jest mjesec dana i poklapa se s kalendarskim mjesecom. Ispunjeni obrazac IND-1/KPS/M dostavlja se poštom Državnom zavodu za statistiku u pravilu 12 dana nakon završetka izvještajnog razdoblja.				The reference period for data collection is a calendar month. As a rule, completed IND-1/KPS/M forms must be returned by mail to the Central Bureau of Statistics, as a rule 12 days after the end of the reference period.
Definicije				Definitions
Indeksi fizičkog obujma industrijske proizvodnje jesu indeksi gotovih industrijskih proizvoda definiranih Nomenklaturom industrijskih proizvoda  (NIPUM 2009.)				Industrial production volume indices are indices of finished industrial products defined by the Nomenclature of Industrial Products (NIPUM 2009.).
Pod gotovim proizvodom podrazumijeva se svaki proizvod koji je u procesu proizvodnje dostigao odgovarajući stupanj izrade, a naveden je pod posebnom šifrom i nazivom u NIPUM-u 2009.				A finished product is every product that reached a certain level in the production process and listed in the NIPUM 2009. under separate codes and headings.
Metoda kalkulacije^1)				Calculation method^1)
Indeksi fizičkog obujma industrijske proizvodnje za različite razine NKD-a 2007. izračunavaju se u dva koraka prema Laspeyresovoj formuli. U prvom koraku indeksi se izračunavaju iz podataka o količinama pojedinačnih proizvoda iz NIPUM-a 2009. i odgovarajućega ponderacijskog koeficijenta, koji je aproksimacija dodane vrijednosti pojedinačnih proizvoda. U drugom koraku svi indeksi skupina i više razine ponderiraju se udjelom u dodanoj vrijednosti pojedinačnih djelatnosti industrije po razinama NKD-a 2007. Tako je definirana relativna važnost pojedinačnih razina NKD-a 2007. i istodobno su nivelirane različite razine pokrivenosti.				Industrial production volume indices for various levels of the NKD 2007. are calculated in two stages according to the Laspeyres formula. In the first stage, indices are calculated from quantity data on production of individual products according to the NIPUM 2009. and an adequate weighting coefficient, which represents an estimated value added of individual products. In the second stage, all indices of groups and higher levels are weighted with shares of value added of individual activities of industrial production by NKD 2007. levels. In this way, the relative importance of individual levels is defined and, at the same time, different levels of coverage are levelled.
Agregati GIG-a 2009.				MIGs 2009. aggregates
Indeksi za agregate GIG-a 2009. izračunavaju se jednako prema pretežnoj uporabi proizvoda unutar iste skupine NKD-a 2007. Za izračunavanje agregiranih indeksa od siječnja 2009. primjenjuju se nove definicije za agregate GIG-a radi usklađivanja sa statističkim standardima EU-a.^2)				Indices for MIGs 2009. aggregates are calculated in the same way by predominant end-use of products within the same NKD 2007. activity group. Since February 2009, new definitions have been applied for MIGs aggregations in the calculation of aggregated indices in regard of the further harmonisation with the EU statistical standards.^2)
Za obračunavanje agregiranih indeksa od siječnja 2009. primjenjuju se nove definicije za agregate GIG-a radi usklađivanja sa statističkim standardima EU-a.^2) Grupiranje na razini skupina ili odjeljaka NKD-a 2007. prema GIG-u 2009. s abecednim oznakama kratica izvršeno je na sljedeći način:				Since January 2009, new definitions have been applied for MIGs aggregations in the calculation of aggregated indices in regard of a further harmonisation with the EU statistical standards.^2) The grouping at the level of the NKD 2007. groups or divisions according to the MIGs 2009., using alphabetic marks of abbreviations, was done as follows:

Ponderacijski sustav				Weighting system
Ponderacijski koeficijenti pojedinačnih proizvoda iz NIPUM-a 2009. koji se upotrebljavaju za izračun indeksa industrijske proizvodnje dodana su vrijednost za jediničnu proizvodnju određenog proizvoda. Izračunani su na temelju jediničnih vrijednosti iz PRODCOM istraživanja o industrijskoj proizvodnji za 2005., a revidiraju se svake pete godine. Ponderacijski koeficijenti koji su se upotrebljavali od 2002. do 2008. bili su izračunani na temelju Godišnjeg izvještaja industrije 2000.				Weighting coefficients of individual products of the NIPUM 2009. used in the calculation of industrial production index represent the value added to the unit production of a respective product. They are calculated on the basis of unit values of the PRODCOM survey on industrial production for 2005 and are revised every five years. Weighting coefficients used in the period from 2002 to 2008 were calculated on the basis of the 2000 Annual Report on Industry.
Struktura industrijskih djelatnosti (struktura odjeljaka) izračunana je na temelju bruto dodane vrijednosti proizvodnih čimbenika prema načelu čistih djelatnosti u 2009. u RH. Izračunana je na temelju godišnjih statističkih rezultata Strukturno-poslovnog istraživanja industrije za 2008. (94,8% obuhvata) DZS-a i godišnjih administrativnih podataka Fine – Godišnji računi industrijskih poduzeća za 2008. (5,2% obuhvata) te je ispravljena indeksima fizičkog obujma industrijske proizvodnje za 2009. Struktura odjeljaka ažurira se na početku svake godine za obračunavanje indeksa tekuće godine.				In the Republic of Croatia, the structure of industrial activities (division structure) was calculated in 2009 on the basis of the gross value added of factor costs by the pure activity principle. It was calculated on the basis of 2008 annual statistical results of the Structural Business Survey on Industry (coverage of 94.8%) carried out by the Central Bureau of Statistics and annual results taken over from administrative data of Fina – the Annual Accounts of Industrial Enterprises in 2008 (coverage of 5.2%) and was further corrected by industrial production volume indices for 2009. The division structure is updated at the beginning of every year for the calculation of indices in a current year.

Desezoniranje je izvršeno metodom TRAMO-SEATS na mjesečnoj seriji indeksa koja počinje indeksom za siječanj 1998. za industriju ukupno (područja B, C i D, osim skupine 35.3 NKD-a 2007.) te za GIG 2009. U serijama desezoniranih indeksa isključen je utjecaj slučajne komponente. Produžavanje serije indeksa dodavanjem novih mjesečnih opažanja za svaki idući mjesec može zbog svojstava primijenjene metode desezoniranja prouzročiti naknadne ispravke već objavljenih desezoniranih i kalendarski prilagođenih indeksa te trenda za nekoliko mjeseci unatrag.				Seasonal adjustment has been done by using the TRAMO-SEATS method on the monthly index series, which starts with the January 1998 index for the total industry (sections B, C and D, excluding group 35.3 of the NKD 2007.) as well as for the MIGs 2009. Series of seasonally adjusted indices are thus in which a random component has been excluded. Due to the character of the implemented seasonal adjustment method, the extension of index series, by adding of new monthly observations for each new month, could cause subsequent corrections of already published seasonally and working-day adjusted indices, and trend for several months backwards.
Desezonirani indeksi				Seasonally adjusted indices
Pod pojmom desezonirani indeksi podrazumijeva se da su podaci prilagođeni za sezonu i kalendarske dane. U skladu s preporukama Eurostata i obveze iz Uredbe Vijeća (EC) 1165/98 EU-a, podaci koji se uspoređuju s podacima od prethodnog mjeseca (tzv. mjesečna usporedba prema terminologiji i praksi Eurostata) prezentiraju se u desezoniranom obliku indeksa industrijske proizvodnje ili iz njih izračunanih stopa rasta.				The term seasonally adjusted indices indicate that data are adjusted for both seasonal and working-day effects. In line with the Eurostat’s Recommendations and the Council Regulation No 1165/98, data that are compared to those of the previous month (the so-called monthly comparison – according to the Eurostat’s terminology and practice) are presented in a seasonally adjusted form of industrial production indices or its grows rates.
Kalendarski prilagođeni indeksi				Working-day adjusted indices
Pod pojmom kalendarski prilagođeni indeksi podrazumijeva se da su podaci prilagođeni za kalendarske dane. U skladu s preporukama Eurostata i obveze iz Uredbe Vijeća (EC) 1165/98 EU-a, podaci koji se uspoređuju s podacima od istog mjeseca prethodne godine (tzv. godišnja usporedba prema terminologiji i praksi Eurostata) prezentiraju se u kalendarski prilagođenom obliku indeksa industrijske proizvodnje ili iz njih izračunanih stopa rasta.				The term working day adjusted indices indicate that data are adjusted only for working-day effects. In line with the Eurostat’s Recommendations and the Council Regulation No 1165/98, data that are compared to those of the same month of a previous year (the so-called annual comparison according to the Eurostat’s terminology and practice) are presented in a working-day adjusted form of industrial production indices or its grows rates.
