SUMMER HOUSES, 1 JANUARY – 31 DECEMBER 2010¹⁾

U razdoblju od 1. siječnja do 31. prosinca 2010. u Republici Hrvatskoj ostvareno je ukupno 338 530 dolazaka turista u kućama i stanovima za odmor, od čega su 43,9% ostvarili domaći turisti, a 56,1% strani turisti.	In the period from 1 January to 31 December 2010, tourists realised the total of 338 530 arrivals in apartments and summer houses in the Republic of Croatia, out of which domestic tourists realised 43.9% and foreign ones 56.1%.
Turisti su ostvarili ukupno 5 298 343 noćenja, od čega su 56,8% ostvarili domaći turisti, a 43,2% strani turisti.	Tourists realised the total of 5 298 343 tourist nights, out of which 56.8% was the share of domestic tourists and 43.2% of foreign tourists.
U promatranom razdoblju u 2010., od ukupnog broja noćenja, 34,3% noćenja ostvarile su osobe za koje se boravišna pristojba plaća po noćenju, a 65,7% noćenja ostvarile su osobe za koje se boravišna pristojba plaća paušalno.	In the reference period in 2010, out of the total number of tourist nights, persons whose sojourn taxes were paid per night realised 34.3% and those whose sojourn taxes were paid as a package deal realised 65.7% of tourist nights.
Prosječno ostvaren broj noćenja po dolasku jest 16. U kućama i stanovima za odmor, domaći turisti ostvarili su prosječno 20, a strani turisti 12 noćenja po dolasku.	On the average, there were 16 tourist nights per arrival. Domestic tourists spent 20 and foreign tourists 12 days on the average in apartments and summer houses.
U strukturi noćenja stranih turista najviše noćenja ostvarili su turisti iz Slovenije (49,6%), Njemačke (12,5%), Bosne i Hercegovine (5,3%), Austrije i Mađarske (svaka po 5,2%) te Italije (3,9%), što je ukupno 81,7%. Turisti iz ostalih zemalja ostvarili su 18,3% noćenja.	Concerning the structure of foreign tourist nights, the most of them (81.7%) were realised by tourists from Slovenia (49.6%), Germany (12.5%), Bosnia and Herzegovina (5.3%), Austria and Hungary (5.2% each) and Italy (3.9%). The tourists from other countries realised 18.3% of tourist nights.

METODOLOŠKA OBJAŠNJENJA			NOTES ON METHODOLOGY
Izvor i metode prikupljanja podataka			Sources and methods of data collection
Prema preporukama koje za statistiku turizma daju Svjetska turistička organizacija (WTO) i Eurostat, turistima se smatraju osobe koje izvan svog prebivališta provedu najmanje jednu noć u ugostiteljskom ili drugom objektu za smještaj radi odmora, rekreacije, zabave, zdravlja, studija, sporta, religije, obitelji, poslova, javnih misija, skupova i drugih razloga. Pritom se turistima ne smatraju samo osobe koje prenoće u ugostiteljskom objektu komercijalnog tipa (dakle, u objektu u kojem se obavlja djelatnost iznajmljivanja turističkog smještaja) nego se, u širem smislu, turistima smatraju osobe koje iz spomenutih razloga izvan mjesta svog prebivališta prenoće u smještajnom objektu nekomercijalnog tipa, tj. u objektu koji nije namijenjen iznajmljivanju.			According to the World Tourist Organisation (WTO) and Eurostat recommendations for tourism statistics, tourists are persons who, outside of their usual residence, spend at least one night in a hotel or another accommodation facility for reasons of rest, recreation, entertainment, health, study, sport, religion, family, business, public tasks, meetings, etc. Tourists are not only persons who spend a night in a commercial accommodation facility (that is, in a facility intended for renting of tourist accommodation), but, from a wider point of view, tourists are also persons who, outside of their usual residence and for the above mentioned reasons, spend a night in one of non-commercial accommodation facilities, that is, in a facility that is not intended for renting.
Turistički promet u komercijalnim smještajnim objektima prati se redovitim mjesečnim istraživanjem Izvještaj o dolascima i noćenjima turista (obrazac TU-11). U tom se istraživanju kao smještajne jedinice prate kolektivni smještajni objekti (hoteli, kampovi, odmarališta, planinarski domovi i slično), ali i privatni smještajni objekti. To su sobe za iznajmljivanje, apartmani, vile i kuće za odmor ako obavljaju ugostiteljsku djelatnost, tj. ako se iznajmljuju za smještaj turistima neposredno ili putem putničkih agencija i drugih posrednika i kao takve su prijavljene kod nadležnog tijela (županijskog ureda nadležnog za turizam). Turisti koji borave u spomenutim objektima osim boravišne pristojbe plaćaju i uslugu smještaja. Obavljanje te djelatnosti regulirano je Zakonom o ugostiteljskoj djelatnosti (NN, br. 138/06., 43/09. i 88/10.) i Zakonom o pružanju usluga u turizmu (NN, br. 68/07. i 88/10.).			Tourist turnover in commercial accommodation facilities is surveyed on monthly basis through the Report on Tourist Arrivals and Nights (TU-11 form). The observed accommodation units in this Survey are collective accommodation facilities (hotels, camping sites, vacation facilities, mountain resorts etc.) as well as private accommodation facilities, such as rooms for renting, apartments, villas and summer houses if they are intended for conducting hotel and restaurant activities, that is, if they are rented to tourists, either directly or through travel/tourist agencies or other mediators. As such, they must be registered with a competent institution (tourist county office). Besides sojourn tax, tourists who stay in these facilities must also pay accommodation services. This activity is regulated by the Act on Hotel and Restaurant Activities (NN, Nos. 138/06, 43/09 and 88/10) and the Provision of Tourism Services Act (NN, Nos. 68/07 and 88/10).
Istraživanje Nekomercijalni turistički promet u kućama i stanovima za odmor (obrazac TU-11v) temelji se na evidencijama o naplati boravišne pristojbe koje vode turističke zajednice grada/općine ili mjesta. Na temelju Zakona o boravišnoj pristojbi (NN, 152/08. i 59/09.), vlasnici kuća ili stanova za odmor i sve ostale osobe koje borave u toj kući ili stanu (osim zakonom definiranih iznimaka) dužni su svoj boravak u turističkome mjestu prijaviti turističkoj zajednici i po osnovi boravka u turističkome mjestu plaćati boravišnu pristojbu. Vlasnici kuće ili stana za odmor i sve ostale osobe koje noće u toj kući ili stanu boravišnu pristojbu plaćaju kad u kući ili stanu za odmor u turističkoj općini ili gradu izvan mjesta prebivališta borave u razdoblju glavne sezone. Na temelju članka 15. stavka 4. Zakona o boravišnoj pristojbi (NN, br. 152/08. i 52/09.), ministar turizma, na prijedlog Hrvatske turističke zajednice, donio je Pravilnik o razdobljima glavne sezone, predsezone, posezone i izvansezone u turističkim općinama i gradovima (NN, br. 92/09.). Taj pravilnik stupio je na snagu 1. siječnja 2010.			The survey  entitled Non-commercial Turnover of Tourists in Apartments and Summer Houses (TU-11v form) is based on records of sojourn tax payments kept by tourist associations of a town/municipality or a settlement. According to the Act on Sojourn Tax (NN, Nos. 152/08 and 59/09), owners of apartments and summer houses as well as all persons who reside in these apartments or summer houses (except those defined in the law) are obliged to record their stay in a tourist settlement with a tourist association and to pay a sojourn tax on the basis of their residence in a tourist settlement. Owners of apartments or summer houses as well as other persons who spend a night in those apartments or summer houses must pay the sojourn tax when they stay in the apartment or summer house in a tourist municipality or in town outside their place of usual residence in the peak season. On the basis of Article 15, Paragraph 4, of the Sojourn Tax Act (NN, Nos. 152/08 and 52/09), the Minister of Tourism, at the proposal from the Croatian National Tourist Board, brought into force the Ordinance on Peak Season, Early Season, Off-Season and Out-of-Season Periods in Tourist Municipalities and Towns (NN, No. 92/09). That Ordinance entered into force on 1 January 2010.
Obuhvat i usporedivost			Coverage and comparability
Od 1996. Državni zavod za statistiku provodi posebno istraživanje za praćenje nekomercijalnoga privatnog turističkog prometa pod nazivom Izvještaj o turistima i noćenjima u kućama i stanovima za odmor (obrazac TU-11v).			Since 1996, the Croatian Bureau of Statistics has carried out a special survey on non-commercial private tourist turnover entitled the Report on Tourists and Tourist Nights in Apartments and Summer Houses  (TU-11v form).
Predmet tog istraživanja jesu turisti (vlasnici kuća i stanova za odmor, članovi njihovih obitelji, ostala rodbina i prijatelji) koji borave u kućama i stanovima za odmor, i to u onom dijelu tih objekata koji se ne iznajmljuje gostima (private non-rental accommodation).			The subject of this survey are tourists (owners of apartments and summer houses, members of their families, other relatives and friends) who stay in apartments and summer houses, specifically in parts of apartments and houses that are not intended for renting (“private non-rental accommodation”).
Do 2010. vlasnici kuća ili stanova i sve ostale osobe koje noće u toj kući ili stanu za odmor plaćali su boravišnu pristojbu za razdoblje od 15. lipnja do 15. rujna. Zbog spomenutog pravilnika došlo je do promjene razdoblja plaćanja boravišne pristojbe te stoga podaci iz 2010. nisu usporedivi s podacima iz 2009.			Until 2010, owners of apartments or summer houses as well as other persons who spend a night in those apartments or summer houses paid a sojourn tax for the period from 15 June until 15 September. Due to the previously mentioned ordinance, the period for which the sojourn tax must be paid has changed and therefore 2010 data are not comparable to the 2009 data.
Rezultate ovog priopćenja čini broj prijavljenih osoba (vlasnici, članovi njihovih obitelji, ostala rodbina i prijatelji) u kućama i stanovima za odmor za koje se plaća boravišna pristojba te broj registriranih noćenja u kućama i stanovima za odmor u razdoblju od 1. siječnja do 31. prosinca 2010.			Results of this release are made of the number of registered persons (owners, their family members, other relatives and friends) in apartments and summer houses for which the sojourn tax is paid as well as the number of registered tourist nights in apartments and summer houses in the period from 1 January to 31 December 2010.
Prema Zakonu o boravišnoj pristojbi od 1. siječnja 2009. stranci, ali samo državljani država ugovornica Ugovora o Europskome gospodarskom prostoru (sve države EU-a, Island, Norveška i Lihtenštajn) koji su vlasnici kuća i stanova za odmor mogu boravišnu pristojbu plaćati isto kao i hrvatski državljani, i to u godišnjemu paušalnom iznosu.			According to the Sojourn Tax of 1 January 2009, non-residents, providing that they are residents of the countries that signed the Agreement of the European Economic Area (all EU states, Iceland, Norway and Liechtenstein), who own apartments and summer houses can pay the sojourn tax as an annual lump sum payment in the same way as Croatian residents.
Ti su podaci preneseni iz obrasca Prijava i odjava boravka turista turističkoj zajednici, definirana Pravilnikom o načinu vođenja popisa turista te o obliku i sadržaju obrasca prijave turističkoj zajednici (NN, br. 113/09.).			These data are taken over from the form Registries and Check-outs of Tourists at the Tourist Association, defined by the Regulation on the Procedure of Tourists’ Registries and Check-outs and on Contents and Design of the Form for Registration at the Tourist Association (NN, No. 113/09).
Dobiveni podaci smatraju se privremenima, imajući u vidu činjenicu da sve turističke zajednice još nemaju prikladno organiziranu evidenciju prijava boravišne pristojbe. Budući da se broj noćenja osoba za koje se boravišna pristojba plaća paušalno ne može točno ustanoviti, taj podatak procjenjuje se u turističkoj zajednici na temelju raspoloživih informacija i spoznaja o kretanju spomenute vrste prometa.			The given data are provisional, having in mind the fact that not all tourist associations have adequately organised records of registration of sojourn taxes. Since the number of nights of tourists for whom the sojourn taxes are paid as a package deal cannot be precisely defined, these data are estimated in a tourist association on the basis of available information and insight to flows of that kind of turnover.
Na kvalitetu rezultata istraživanja utječe i disciplina prijavljivanja boravka osoba u kućama i stanovima za odmor te rad inspekcijskih tijela koja nadziru tu pojavu.			The quality of the results depends on the discipline of registering of persons’ stays in apartments and summer houses as well as the operation of authorities supervising this phenomenon.
Istraživanjem u 2010. obuhvaćene su 162 turističke zajednice gradova/općina/mjesta. Uglavnom su uključene turističke zajednice na Jadranu koje su postavile informacijski sustav praćenja prijave i naplate boravišne pristojbe.			The 2010 Survey covered 162 tourist associations of towns/municipalities/settlements. It mostly includes those tourist associations along the Adriatic coast that started to use ITechnology in recording registries and payments of sojourn taxes.
Definicije			Definitions
Turistička zajednica jest pravna osoba koja se osniva radi jačanja i promicanja turizma Republike Hrvatske i gospodarskih interesa pravnih i fizičkih osoba u djelatnostima ugostiteljstva i turizma te s tim djelatnostima neposredno povezanih djelatnosti.			Tourist association is a legal entity that is established for strengthening and promotion of tourism of the Republic of Croatia as well as of economic interests of legal entities and natural persons in hotel and restaurant and related activities.
Turistička zajednica osniva se za područje mjesta, općine ili grada, područja, županije i Republike Hrvatske na temelju Zakona o turističkim zajednicama i promicanju hrvatskog turizma (NN, br. 30/94. i 152/08.).			The tourist association is established for the area of a settlement, municipality or town, region, county and the Republic of Croatia on the basis of the Act on Tourist Associations and Promotion of Croatian Tourism (NN, Nos. 30/94 and 152/08).
Turističkim mjestima, kao osnovicama sustava turističkih zajednica, ministar turizma proglašava ona mjesta u Republici Hrvatskoj koja na temelju analize Državnog Zavoda za statistiku i utvrđivanjem njihove važnosti za hrvatski turizam stječu uvjete da takvima budu proglašena.			The Minister of tourism promulgates tourist settlements on the basis of the analysis of the Croatian Bureau of Statistics and by defining their significance for the Croatian tourism.
Kućom ili stanom za odmor smatra se svaka zgrada ili stan kojim se koristi sezonski ili povremeno, a nije smještajni objekt u kojima usluge smještaja pružaju pravne i fizičke osobe koje obavljaju ugostiteljsku djelatnost.			Apartment or summer house is every building or apartment that is used seasonally or temporarily, but which is not an accommodation facility in which accommodation services are rendered by legal entities and natural persons engaged in the hotel and restaurant activity.
Boravišna pristojba jest prihod turističkih zajednica.			The sojourn tax is the income of tourist associations.

Ostala rodbina i prijatelji koji noće u toj kući ili stanu boravišnu pristojbu plaćaju po svakome ostvarenom noćenju.			The owner of an apartment or a summer house may choose between paying a sojourn tax for himself/herself and for his/her family members per night or as a package deal. Other relatives and friends who stay at night in that apartment or summer house must pay the sojourn tax per every night they actually stayed there.
