U siječnju 2011., u usporedbi s prosincem 2010., proizvođačke cijene industrijskih proizvoda za ukupno industrija više su za 0,7%, a u odnosu na siječanj 2010. više su za 6,5%.	In January 2011, as compared to December 2010, producers’ prices of industrial products for the total industry increased by 0.7% and, as compared to January 2010, by 6.5%.
Ako usporedimo proizvođačke cijene industrijskih proizvoda, ukupno industrija, isključujući Energiju, tada su u siječnju 2011., u usporedbi s prosincem 2010., više za 0,3%, a u usporedbi sa siječnjem 2010. više su za 4,0%.	The comparison of the producers’ prices of industrial products, total industry excluding Energy, shows that in January 2011, as compared to December 2010, they increased by 0.3% and, as compared to January 2010, by 4.0%.
Proizvođačke cijene industrijskih proizvoda na domaćem tržištu	Industrial producers' prices on the domestic market
U siječnju 2011., u usporedbi s prosincem 2010., proizvođačke cijene industrijskih proizvoda na domaćem tržištu za ukupno industrija više su za 0,8%, a u odnosu na siječanj 2010. više su za 5,1%.	In January 2011, as compared to December 2010, producers’ prices of industrial products on the domestic market for the total industry increased by 0.8% and, as compared to January 2010, by 5.1%.
Ako usporedimo proizvođačke cijene industrijskih proizvoda na domaćem tržištu, ukupno industrija, isključujući Energiju, tada su u siječnju 2011., u usporedbi sa prosincem 2010., više za 0,3%, a u usporedbi sa siječnjem 2010. više su za 2,7%.	The comparison of the producers’ prices of industrial products on the domestic market, total industry excluding Energy, shows that in January 2011, as compared to December 2010, they increased by 0.3% and, as compared to January 2010, by 2.7%.

U siječnju 2011., u usporedbi s prosincem 2010. proizvođačke cijene industrijskih proizvoda na nedomaćem (stranom) tržištu za ukupno industrija više su za 0,4%, a u odnosu na siječanj 2010. više su za 9,5%.	In January 2011, as compared to December 2010, producers’ prices of industrial products on the non-domestic market for the total industry increased by 0.4% and, as compared to January 2010, by 9.5%.
Ako usporedimo proizvođačke cijene industrijskih proizvoda na nedomaćem tržištu ukupno industrija, isključujući Energiju, tada su u siječnju 2011., u usporedbi s prosincem 2010. više za 0,2%, a u usporedbi sa siječnjem 2010. više su za 6,2%.	The comparison of the producers’ prices of industrial products on the non-domestic market, total industry excluding Energy, shows that in January 2011, as compared to December 2010, they increased by 0.2% and, as compared to January 2010, by 6.2%.

In January 2011, as compared to December 2010, producers’ prices of industrial products in Energy were by 15.4%, in Intermediate goods by 8.1%, in Durable consumer goods by 2.9% and in Non-durable consumer goods by 2.2% higher, while in Capital goods they were by 1.4% lower.

In January 2011, as compared to December 2010, the producers’ prices in Energy were by 2.1%, in Non-durable consumer goods by 1.3% and in Intermediate goods by 0.6% higher, while in Capital goods they were by 1.9% and in Durable consumer goods by 1.0% lower.

U siječnju 2011., u usporedbi s prosincem 2010., proizvođačke cijene porasle su u Opskrbi električnom energijom, plinom, parom i klimatizaciji za 28,1%, u Rudarstvu i vađenju za 9,6%, a u Prerađivačkoj industriji za 0,3%.	In January 2011, as compared to December 2010, the producers’ prices increased in Electricity, gas, steam and air conditioning supply section by 28.1%, in Mining and quarrying section by 9.6% and in Manufacturing section by 0.3%.
U siječnju 2011., u usporedbi sa siječnjem 2010., proizvođačke cijene porasle su u Opskrbi električnom energijom, plinom, parom i klimatizaciji za 85,4%, u Rudarstvu i vađenju za 29,0%, a u Prerađivačkoj industriji za 9,2%.	In January 2011, as compared to January 2010, the producers’ prices increased in Electricity, gas, steam and air conditioning supply section by 85.4%, in Mining and quarrying section by 29.0% and in Manufacturing section by 9.2%.

Uvodne napomene	Introduction
Objavljivanje i diseminacija novih kratkoročnih pokazatelja proizvođačkih cijena industrije – indeksa proizvođačkih cijena na nedomaćem tržištu i kompozitnog pokazatelja – indeksa proizvođačkih cijena industrije, ukupno, pored dotadašnjeg objavljivanja i diseminiranja indeksa proizvođačkih cijena na domaćem tržištu, počevši od indeksa za siječanj 2011. u skladu s Kalendarom objavljivanja statističkih podataka za 2011., najavili smo u priopćenjima br. 2.1.9. za 2010. Novi izračunani indeksi uvedeni su radi usklađivanja s Uredbom za kratkoročne statistike EU-a^1) i povećanja razine usklađenosti statistike RH s EU-om.	Besides publishing and dissemination of the existing industrial producers’ price indices on domestic market, starting with indices for January 2011 in line with the 2011 Calendar of Statistical Data Issues, the publishing and dissemination of new short-term indicators – industrial producers’ price indices on the non-domestic market as well as composite indicator – total industrial producers’ price indices, was already announced in the first release No. 2.1.9 for 2010. The new calculated indices have been introduced because of the harmonisation with the Regulation on short-term EU^1) statistics in order to rise up teh level of compliance of the statistics of the Republic of Croatia with the EU.
Koncepti, definicije i terminologija u ovom su priopćenju u potpunosti usklađeni s onom koju koristi i propisuje EU. Tako je izraz indeks cijena industrijskih proizvoda pri proizvođačima promijenjen u indeks proizvođačkih cijena industrije (vidi napomene na kraju priopćenja).	Concepts, definitions and terminology is completely harmonised in this first release with the one used and regulated by the EU. Therefore, the term “industrial producers’ price index” has been changed to the “industrial producers’ price index on the domestic market” (see also notes to users).
Indeks proizvođačkih cijena industrije prema terminologiji EU-a naziva se još i indeksom outputa industrije, a izraz proizvođačke cijene industrije smatra se njegovim sinonimom. Pod pojmom indeks proizvođačkih cijena industrije, ako nije specificirano, podrazumijeva se ukupni indeks proizvođačkih cijena industrije (domaće i nedomaće tržište).	According to the EU terminology, the term “industrial producers’ price index” is also known as the industrial output price index and the term “industrial producers’ prices” should be considered as its synonym. If not specified, the  term “industrial producers’ price index” denotes the  “total industrial producers’ price index” (on the domestic and non-domestic market).
Koncept proizvođačkih cijena industrije i njihova namjena	The Industrial producer’s price concept and its purpose
Ukupni indeks proizvođačkih cijena industrije sadrži dva podindeksa, tj. indeks proizvođačkih cijena industrije na domaćem tržištu i indeks proizvođačkih cijena industrije na nedomaćem tržištu. U kombinaciji, podindeks za ta dva tržišta daju promjene u indeksu proizvođačkih cijena industrije za dane proizvode/usluge i agregacijom odjeljke proizvoda te djelatnosti.	The total industrial producers’ price index is composed of two subindices, that is, the industrial producers’ price index on the domestic market and the industrial producers’ price index on the non-domestic market. The combination of sub-indices for these two markets provides changes in given products/services, while their aggregation provides divisions of products and activities.
Indeks proizvođačkih cijena industrije mjeri promjene proizvođačkih cijena industrijskih proizvoda koji se proizvode u Republici Hrvatskoj i koje su prodali proizvođači na domaćem (hrvatskom) i/ili nedomaćem (nehrvatskom) tržištu.	Industrial producers’ price index measures changes of producers’ prices of manufactured goods produced in the Republic of Croatia and sold by producers on the domestic (Croatian) and/or non-domestic market.

Industrial producer’s price index of the non-domestic market measure changes in the level of producer prices of manufactured goods that are sold by producers on foreign (non-Croatian) markets.
Indeks proizvođačkih cijena industrije važan je kratkoročni pokazatelj poslovnog ciklusa koji pokazuje mjesečnu promjenu proizvođačkih cijena industrijskih proizvoda industrijskog sektora (područja B, C, D i E (samo odjeljak 36) prema NKD-u 2007.) ukupno, na domaćem iIi na nedomaćem tržištu. Prema konceptu EU-a, važan je poslovni pokazatelj kojim se promatraju cijene na različitim stupnjevima proizvodnog procesa, sredstvo je za razlikovanje efektivnog rasta neke djelatnosti pri promjeni cijena i osigurava informacije poslovnim subjektima po tržištima koje ih zanimaju, a također može nagovijestiti inflatorna kretanja prije nego što dođu do potrošača.	The industrial producers’ price index is an important short-term indicator of the business cycle that shows monthly price changes in the total industrial sector (the NKD 2007. sections B, C, D and E – only division 36), on the domestic and non-domestic market. According to the EU concept, it is an important business indicator that permit monthly monitoring of prices at different stages of the manufacturing process. It is also a mean of distinguishing the effective growth of an activity due to price changes, provides information to the business community on particular markets of their interest. It may indicate inflationary changes before they reach consumers as well.

U ovom priopćenju svi indeksi prikazani su u izvornom  (neprilagođenom) obliku, a izračunani su na temelju podataka prikupljenih revidiranim Mjesečnim istraživanjem o proizvođačkim cijenama industrije (IND-3/KPS/M) za 2011. U Posebnoj napomeni korisnicima na kraju ovog priopćenja dana su dodatna objašnjenja.					In this first release, all indices are presented in original (unadjusted) form. They were calculated on the basis of data collected through the revised Monthly Survey on Industrial Producers’ Prices (IND-3/KPS/M form) for 2011. Special notes to users at the end of this report provide additional information.
Pravna i metodološka osnova					Legal and methodological framework
Mjesečno istraživanje o proizvođačkim cijenama industrije (IND-3/KPS/M) za 2011. provodi neposredno Državni zavod za statistiku na temelju Zakona o službenoj statistici (NN, br. 103/03. i 75/09.).  Metoda prikupljanja podataka je internetska aplikacija (metoda CAWI) u kojoj izvještajne jedinice neposredno pristupaju i ispunjavaju svoje podatke, na temelju uputa za ispunjavanje.					The Monthly Survey on Industrial Producers’ Prices (IND-3/KPS/M form) in 2010 is carried out directly by the Croatian Bureau of Statistics on the basis of the Official Statistics Act (NN, Nos. 103/03 and 75/09) Collection method is internet application. Method of data collection is internet application (CAWI method) to which reporting units directly asses and fulfilling their data on the basis of instructions.
Koncepti i definicije koji se primjenjuju u istraživanju IND-3/KPS/M usklađeni su s konceptima i definicijama iz Metodologije za kratkoročne poslovne statistike EU-a (Tema 4, ISSN 1725-0099, Europska zajednica, 2006.) i Uredbe Komisije (EZ-a) br. 1503/06. o definicijama varijabla, popisu varijabla i učestalosti prikupljanja podataka.					Concepts and definitions used in the IND-3/KPS/M Survey are harmonised with the EU Methodology of Short-Term Business Statistics (Theme 4, ISSN 1725-0099; European Communities, 2006) as well as with the Commission Regulation (EC) No. 1503/2006 on definitions of variables, list of variables and frequency of data compilation.

(NN, br. 58/07. i 72/07.) B Rudarstvo i vađenje, C Prerađivačka industrija, D Opskrba električnom energijom, plinom, parom i klimatizacija i E Opskrba vodom; uklanjanje otpadnih voda, gospodarenje otpadom te djelatnosti sanacije okoliša (samo odjeljak 36).					The reporting units included in the IND-3/KPS/M Survey are selected enterprises (legal entities and tradesmen) that produce selected products as defined in the Nomenclature of Industrial Products – NIP 2010., classified in the NKD 2007. activity sections B Mining and quarrying, C Manufacturing, D Electricity, gas, steam and air conditioning supply and E Water supply; sewerage, waste management and remediation activities (only division 36).
Za prikupljanje proizvođačkih cijena na domaćem i nedomaćem  tržištu u istraživanju IND-3/KPS/M za 2010. obuhvaćen je reprezentativan uzorak industrijskih proizvoda na razini pokrivenih razreda djelatnosti NKD-a 2007., odnosno svi proizvodi koji su zabilježili prodaju veću od 20 000 kuna na domaćem tržištu, a 15 000 kuna na nedomaćem tržištu prema rezultatima PRODCOM istraživanja o industrijskoj proizvodnji (IND-21/PRODCOM/G) za 2009., a odabir poduzeća izvršen je prema njihovu udjelu u proizvodnji obuhvaćenih proizvoda, posebno za domaće i nedomaće tržište.					In order to collectf data on industrial producers’ prices on the domestic and non-domestic market, the IND-3/KPS/M Survey for 2010 covers a representative sample of industrial products at the level of covered activity classes of the NKD 2007., that is, all products exceeding 20 000 kuna on the domestic market and 15 000 kuna on the non-domestic market according to the results of the PRODCOM Survey on Industrial Production (IND-21/PRODCOM/G form) for 2009., while the selection of enterprises has been done according to their share in the production of selected products, separately for domestic and non-domestic market.
U uzorak IND-3/KPS/M istraživanja za 2011. za proizvođačke cijene industrije na domaćem tržištu obuhvaćeno je 1 555 cijena artikala unutar izabranih proizvoda NIP-a 2009. u 1 165 poduzeća (pravnih osoba i obrtnika), a za proizvođačke cijene industrije na nedomaćem tržištu obuhvaćena je 831 cijena artikala unutar izabranih proizvoda NIP-a 2009. u 509 poduzeća (pravnih osoba i obrtnika).					For monitoring of the industrial producers’ prices on the domestic market, the sample for the IND-3/KPS/M Survey for 2011 covers 1 555 item prices within the selected NIP 2009. products in 1 165 enterprises (legal entities and tradesmen), while for monitoring of the industrial producers’ prices of the non-domestic market it covers 831 item prices within the selected NIP 2009. products in 509 enterprises (legal entities and tradesmen).
Točka izvještavanja					Reference point
Sve proizvođačke cijene industrije izvještavaju se kao transakcijske cijene 15. dana u izvještajnome mjesecu. Iskazuju se cijene po kojima proizvođač prodaje svoje proizvode redovitim kupcima na domaćem tržištu i/ili nedomaćem tržištu u najvećim količinama i za poznatog kupca.					All industrial producers’ prices are recorded as transaction prices in effect on the 15^th day of a month indicated. Prices at which a producer sells the products at the domestic and/or non-domestic market in the largest quantities to known buyer are recorded.
Ispunjeni obrazac IND-3/KPS/M dostavlja se neposrednim pristupom internetskim stranicama Državnom zavodu za statistiku otprilike od 16. dana do kraja  tekućega izvještajnog mjeseca.					Completed IND-3/KPS/M forms are delivered directly on the website of the Croatian Bureau of Statistics in the period approximately from 16^th to the end of a current reporting month.
Definicije					Definitions
Za indekse proizvođačkih cijena na domaćem i nedomaćem tržištu potrebno je odvojeno kompilirati indekse proizvođačkih cijena na domaćem i nedomaćem tržištu prema destinaciji proizvoda.					The producers’ price indices on domestic and non-domestic market of the product require a separate compilation according to the destination in order to obtain producers’ price indices on domestic and non-domestic market.
Rezidentnost treće osobe koja je naručila ili kupila proizvod određuje destinaciju. Domaće tržište se utvrđuje onda kada je treća osoba/kupac rezident Republike Hrvatske isto kao i izvještajna jedinica, a nedomaće tržište utvrđeno je kad treća osoba/kupac nije rezident Republike Hrvatske.					The residency of the third party that has ordered or purchased the product determines the destination. The domestic market is defined when both a third party/buyer and a reporting unit are residents of the Republic of Croatia,  while the non-domestic market is defined when a third party/buyer is a resident outside the Republic of Croatia.
Proizvođačke cijene industrije na domaćem tržištu jesu cijene po kojima proizvođač prodaje svoje proizvode na domaćem tržištu u najvećim količinama, franko utovareno u vagon (kamion) u mjestu proizvođača ili cijena po kojoj proizvođač obračunava drugom poduzeću. U prodajnu cijenu ulazi regres koji ostvaruje prodavač, a odbijaju se rabat i popust koji prodavač odobri kupcu te porez na dodanu vrijednost i trošarine.					Industrial producers’ prices on domestic market are either prices at which a producer sells products at the domestic market in the largest quantities, loaded free on rail (truck) at a factory gate at the location of a producer or a price charged to another company by a producer. The selling price is increased for the amount of the compensation obtained by the seller and deducted for the amount of the discount and rebate as well as the value added tax and excises.
Proizvođačke cijene industrije na nedomaćem tržištu jesu cijene po kojima proizvođač prodaje svoje proizvode na domaćem tržištu u najvećim količinama na nacionalnoj granici, fob (franko brod). U prodajnu cijenu ulazi regres koji ostvaruje prodavač, a odbijaju se rabat i popust koji prodavač odobri kupcu te porez na dodanu vrijednost i trošarine. Izvještajne jedinice daju cijene u nacionalnoj valuti (kuna i lipa). Cijene koje su u stranoj valuti preračunavaju se u nacionalnu valutu na temelju srednjeg tečaja Hrvatske narodne banke na 15. dan izvještajnog mjeseca.					Industrial producers’ prices on non-domestic market are either prices at which a producer sells products at the non-domestic market (outside Croatia) in the largest quantities, at the national frontier FOB (free on board). The selling price is increased for the amount of the compensation obtained by the seller and deducted for the amount of the discount and rebate as well as the value added tax and excises. The reporting units present prices in the national currency – kuna and lipa. The prices expressed in the foreign currency are converted into the national currency on the basis of the mean exchange rate of the Croatian National Bank on the 15^th day of the reference month.
Metoda izračuna					Calculation method
Ukupni indeks proizvođačkih cijena industrije sadrži dva podindeksa, tj. indeks proizvođačkih cijena industrije na domaćem tržištu i indeks proizvođačkih cijena industrije na nedomaćem tržištu.					The total industrial producers’ price index is composed of two subindices, i.e. the industrial producers’ price index on the domestic market and the industrial producers’ price index on the non-domestic market.
Indeksi proizvođačkih cijena industrije na domaćem i nedomaćem tržištu za različite razine NKD-a 2007. izračunavaju se prema Laspeyresovoj formuli.					Industrial producers’ price indices on the domestic market and non-domestic market are calculated according to the Laspeyres formula for different levels of the NKD 2007.
Iz podataka o cijenama izračunavaju se individualni indeksi za svaki reprezentativni proizvod stavljanjem u odnos cijena tekućeg razdoblja s cijenama u baznom razdoblju (prosinac prethodne godine).					Individual indices for each representative product are calculated from data on prices by dividing prices of a current period by prices of a base period (December of a previous year).
Iz individualnih indeksa cijena vaganom aritmetičkom sredinom izračunavaju se agregatni indeksi, tj. indeksi skupina, odjeljaka i područja NKD-a 2007. te ukupni indeks industrije prema modificiranoj Laspeyresovoj formuli:					Aggregate indices, that is, indices of groups, divisions and sections of the NKD 2007. as well as the total industry index calculated by a weighted arithmetic mean from individual indices according to the modified Laspeyres  formula:

Ponderi					Weights
Od siječnja 2011. primjenjuje se struktura na temelju vrijednosti prodaje na razini skupine proizvoda iz PRODCOM istraživanja o industrijskoj proizvodnji (IND-21/PRODCOM/G) za 2009.					Since January 2011, a structure based on production sold value at the group level taken from the PRODCOM Survey on Industrial Production (IND-21/PRODCOM/G form) for 2009 has been applied.
Sadašnji ponderacijski sustav temelji se na 2005. Ponderacijski sustav mijenja se svakih pet godina, a svake godine ponderi se djelomično korigiraju za promjene nastale u kretanju cijena.					The current weighting system was based in 2005. The weighting system is changed every five years, while weights are partly corrected every year, in relation to changes in prices.

Indeksi proizvođačkih cijena industrije ukupno, na domaćem tržištu  i nedomaćem tržištu publicira se na razini industrijske ukupno, po područjima i odjeljcima djelatnosti NKD-a 2007., te po agregatima GIG-a 2009. prema konačnoj namjeni proizvoda, na razini skupina NKD-a 2007. Grupiranje na razini skupina ili odjeljaka NKD-a 2007. prema GIG-u 2009.^2) s abecednim oznakama kratica izvršeno je na sljedeći način:					The total industrial producers’ price indices, both on the domestic and non-domestic market, are publishing for the total industry according to the NKD 2007. sections and divisions and to MIGs 2009. aggregates by end use of products an the NKD 2007. group level. Prethodno objavljene serije indeksa pod nazivom Indeksi cijena proizvoda pri proizvođačima, u svim publikacijama DZS-a u skladu s Kalendarom objavljivanja statističkih podataka za 2010. i svih prethodnih godina odnosili su se na indekse cijena proizvoda pri proizvođačima na domaćem tržištu i konzistentne su s pokazateljem indeksa proizvođačkih cijena industrije na domaćem tržištu u ovom priopćenju.					In line with the Calendar of Statistical Data Issues for 2010 and for previous years, previously published producers’ time series entitled the “Producers’ Price Indices” referred in all publications to producers’ price indices on the domestic market. They are consistent with the indicator “industrial producers’ price index on domestic market” in this first release.
