|
Prema
podacima dobivenima od centara, odnosno podružnica socijalne skrbi, u 2010.
bila su 81 433 maloljetna korisnika socijalne skrbi, odnosno za 5,4% više
nego u 2009. Udio ženskih korisnika bio je 42,8%. U dobnoj skupini do 7
godina bilo je 25,6% korisnika, u skupini od 7 do 15 godina 42,1%
korisnika, a u skupini od 15 do 18 godina 32,3% korisnika. Od ukupnog broja
korisnika, 44,0% čini skupina Djeca i mladež prema kojima je primijenjena
mjera obiteljsko-pravne zaštite. Prema brojnosti korisnika slijede
kategorije Tjelesno ili mentalno oštećena djeca i mladež s 20,6%, Djeca i
mladež u stanju različitih potreba socijalne skrbi s 19,4%, Djeca i mladež
društveno neprihvatljiva ponašanja s 14,2% te Psihički bolesna djeca i
mladež i ovisnici s 1,8% korisnika. Tijekom 2010. jedan maloljetni korisnik
prosječno je 1,9 puta koristio neki oblik prava, usluga ili mjera socijalne
skrbi.

According
to the data collected from social care centres and branches, there were 81
433 minor recipients of social care services in 2010, 5.4% more than in
2009. The share of women recipients was 42.8%. There were 25.6% of recipients
in the age group up to 7 years, 42.1% in the age group 7 – 15 years and 32.3%
in the age group 15 – 18 years. Out of the total number of recipients, the
highest percentage (44.0%) was recorded in the category Children and youth
under family and legal protection. By number of users, it is followed by
Physically or mentally disabled children and youth (20.6%), Other children
and youth in various needs of social care services (19.4%), Children and
youth with behavioural disorders (14.2%) and Mentally ill and drug- or
alcohol-addicted children and youth (1.8%). During 2010, some kind of
social care rights, services or measures were used for 1.9 times per minor
recipient on the average.

U 2010.
bilo je 322 873 punoljetnih korisnika socijalne skrbi, odnosno 2,7% više
nego u 2009. Udio ženskih korisnika bio je 50,5%. U dobi od 18 do 21 godine
bilo je 9,0% korisnika, u dobi od 22 do 39 godina 25,9% korisnika, u dobi
od 40 do 65 godina 34,5% korisnika, u dobi od 66 do 80 godina 23,2%
korisnika, a u dobi od 80 i više godina 7,4% korisnika. Prema brojnosti
korisnika najbrojnija je bila kategorija Tjelesno ili mentalno oštećene
osobe s 26,4%, slijede kategorije Odrasle osobe u stanju različitih
potreba socijalne skrbi s 26,1% korisnika, Osobe koje nemaju dovoljno
sredstava za život s 22,3%, Osobe koje nemaju dovoljno prihoda za
uzdržavanje s 15,0%, Psihički bolesne osobe i ovisnici s 5,1% i Osobe
društveno neprihvatljiva ponašanja s 5,1% korisnika. Tijekom 2010. jedan je
punoljetni korisnik prosječno 1,8 puta koristio neki oblik prava, usluga
ili mjera socijalne skrbi.

In
2010, there was 322 873 adult recipients of social care services, 2.7% more
than in 2009. The share of female recipients was 50.5%. There were 9.0% of
recipients in the age group 18 – 21 years, 25.9% in the age group 22 – 39
years, 34.5% in the age group 40 – 65, 23.2% in the age group 66 – 80 years
and 7.4% in the age group 80 years and over. According to the number of
recipients, the highest percentage was recorded in the category Physically
or mentally disabled persons (26.4%), followed by, Adult persons in various
needs of social care (26,1%), Persons without sufficient means of
livelihood (22.3%), Persons without sufficient earnings (15.0%), Mentally
ill and drug- or alcohol-addicted persons (5.1%) and Persons with
behavioural disorders (5.1%). During 2010, some
kind of social care rights, services or measures were used for 1.8 times
per adult recipient on the average.

Podaci o
korisnicima i uslugama socijalne skrbi rezultat su obrade podataka koje na
Godišnjem izvještaju o korisnicima i uslugama socijalne skrbi (obrazac
SS-1) dostavljaju centri, odnosno podružnice socijalne skrbi gradova i
općina.

by social care centres and branches for towns and municipalities.

Statističke
podatke o korisnicima i uslugama socijalne skrbi dostavilo je 113 centara
za socijalnu skrb. Podaci su usporedivi s podacima iz prijašnjih godina.

Data on social care recipients and services have been collected
from all 113 social care centres/branches. Data are comparable to those
from previous years.

|
Korisnik socijalne
skrbi jest
osoba kojoj je zbog specifičnih uvjeta života ili duševnog odnosno
tjelesnog stanja potrebna pomoć. Korisnik socijalne skrbi utvrđuje se
zakonom (Zakon o socijalnoj skrbi, NN, br. 73/97., 27/01.,
59/01., 82/01., 44/03., 103/03. i 79/07.). Može biti
maloljetan (do 18 godina) ili punoljetan (18 godina i više). Korisnikom
socijalne skrbi smatra se maloljetna osoba bez roditeljske skrbi, osoba
koja živi u nepovoljnim obiteljskim prilikama, bez dovoljno sredstava za
život, duševno bolesna osoba, osoba ovisna o alkoholu i drogama, osoba
društveno neprihvatljiva ponašanja i sl.

Social care recipient is a person
that has been granted with any kind of social care due either to particular
living conditions or to a special mental or physical situation. Social care
recipient is defined by law (the Social Care Act, NN, Nos. 73/97, 27/01, 59/01, 82/01, 44/03, 103/03 and 79/07).
Recipient can be a minor (up to 18 years) or an adult (18 years and over).
Social care recipient is considered a minor deprived of parent care, person
living in dysfunctional
families, person without sufficient means of livelihood, mentally ill
person, alcohol- or drug-addicted person, person with behavioural disorders
etc.

Prava,
usluge i mjere socijalne skrbi provode se raznim oblicima
socijalne pomoći. Pomoć može biti materijalna (osobna invalidnina,
jednokratna novčana pomoć, stalna novčana pomoć, doplatak za pomoć i njegu,
pomoć za nabavu ogrjeva, odjeće, obuće itd.), pomoć u osposobljavanju za
rad i privređivanje, skrb izvan vlastite obitelji odnosno smještaj u
različite ustanove socijalne skrbi ili drugu obitelj. Pomoć može biti
pružena u obliku usluge kao što je savjetovanje o obiteljskim i bračnim
problemima, organiziranje odgojnih sadržaja djeci i mladeži društveno neprihvatljiva
ponašanja, pomoć u rješavanju stambenih problema itd. Nadalje, pomoć može
biti pružena u obliku odgojnih mjera kao što su pojačana briga i nadzor,
sudski ukor i sl.

Rights,
services and measures of the social care are implemented
by different types of care aid. This aid can be material (disability
benefit, one-time financial support, permanent financial support, care
allowance, allowance for food, fuel, clothing, etc), training for work,
care outside original families, that is, accommodation into various
institutions of social care or foster families. Aid can be given in the
form of family and marriage counselling, organisation of free time for
children and youth with behavioural disturbances, housing assistance etc.
Furthermore, aid can be given in the form of correctional measures such as
increased care and supervision, court reprimand etc.

1.1. i 2.1. prikazuju dinamiku rada centara odnosno podružnica za socijalnu
skrb tijekom godine, što znači da je vidljivo zatečeno stanje broja
korisnika na početku godine, broj novih i reaktiviranih korisnika u tijeku
godine te broj riješenih slučajeva u tijeku godine (stavljeni u pasivu),
kako bi se dobio broj korisnika na kraju godine. Podaci u tablicama 1.1.,
1.2., 2.1., i 2.2. odnose se na osobe, a tablice 1.3. i 2.3. na slučajeve
pružene pomoći, gdje je jedna osoba mogla primiti nekoliko oblika pomoći
ili usluga.

Tables
1.1. and 2.1. present activity dynamics of social care centres and branches
in the course of the year, which means that the initial number of recipients
at the beginning of the year has been presented together with the number of
new and reactivated recipients and the number of cases concluded in the
course of the year, in order to show the number of recipients at the end of
the year. Data in tables 1.1., 1.2., 2.1. and 2.2. refer to persons, while
the data in tables 1.3. and 2.3. refer to the cases of aid granted where
one person could get several forms of aid and services.
