U studenome 2012. u usporedbi s listopadom 2012. proizvođačke cijene industrijskih proizvoda za ukupno industriju niže su za 1,0%, a u odnosu na studeni 2011. više su za 4,9%.	In November 2012, as compared to October 2012, producer prices of industrial products for the total industry decreased by 1.0%. As compared to November 2011, they increased by 4.9%.
Ako usporedimo proizvođačke cijene industrijskih proizvoda za ukupno industriju, isključujući Energiju, tada su u studenome 2012. u usporedbi s listopadom 2012. više za 0,1%, a u usporedbi sa studenim 2011. više su za 1,6%.	The comparison of the producer prices of industrial products for the total industry, excluding Energy, shows that in November 2012, as compared to October 2012, they increased by 0.1%. As compared to November 2011, they increased by 1.6%.

U studenome 2012. u usporedbi s listopadom 2012. proizvođačke cijene industrijskih proizvoda na domaćem tržištu za ukupno industriju niže su za 1,2%, a u odnosu na studeni 2011. više su za 6,6%.	In November 2012, the producer prices of industrial products on the domestic market for the total industry decreased by 1.2% compared to October 2012 and increased by 6.6% compared to November 2011.
Ako usporedimo proizvođačke cijene industrijskih proizvoda na domaćem tržištu za ukupno industriju, isključujući Energiju, tada su u studenome 2012. u usporedbi s listopadom 2012. zadržale stabilnost, a u usporedbi sa studenim 2011. više su za 1,7%.	The comparison of the producer prices of industrial products on the domestic market for the total industry, excluding Energy, shows that in November 2012, as compared to October 2012, they remained stable. As compared to November 2011, they increased by 1.7%.

U studenome 2012. u usporedbi s listopadom 2012. proizvođačke cijene industrijskih proizvoda na nedomaćem (stranom) tržištu za ukupno industriju niže su za 0,6%,  a u odnosu na studeni  2011. više su za 2,0%.	In November 2012, as compared to October 2012, the producer prices of industrial products on the non-domestic market for the total industry decreased by 0.6%, while, as compared to November 2011, they increased by 2.0%.

In November 2012, as compared to October 2012, the producer prices  of industrial products in Non-durable consumer goods were by 0.4%, in Capital goods by 0.3% and in Durable consumer goods by 0.1% higher, while in Energy they were by 3.7% and in Intermediate goods by 0.2% lower.
U studenome 2012. u usporedbi sa studenim 2011. proizvođačke cijene u Energiji porasle su za 14,8%, u Netrajnim proizvodima za široku potrošnju za 2,8% i u Intermedijarnim proizvodima za 1,2%, dok su u Trajnim proizvodima za široku potrošnju pale za 1,1% i u Kapitalnim proizvodima za 0,4%.	In November 2012, as compared to November 2011, the producer prices of industrial products in Energy were by 14.8%, in Non-durable consumer goods by 2.8% and in Intermediate goods by 1.2% higher, while in Durable consumer goods they were by 1.1% and in Capital goods by 0.4% lower.

U studenome 2012. u usporedbi s listopadom 2012. proizvođačke cijene industrijskih proizvoda porasle su  u Kapitalnim proizvodima za 0,4%, dok su u Energiji pale za 3,2%, u Intermedijarnim proizvodima za 0,2%, a u Netrajnim proizvodima za široku potrošnju i u Trajnim proizvodima za široku potrošnju zadržale su stabilnost.	In November 2012, as compared to October 2012, the producer prices of industrial products in Capital goods were by 0.4% higher, in Energy they were by 3.2% and in Intermediate goods by 0.2% lower, while in Non-durable consumer goods and in Durable consumer goods they remained stable.
U studenome 2012. u usporedbi sa studenim 2011. proizvođačke cijene u Energiji porasle su za 17,2%, u Netrajnim proizvodima za široku potrošnju za 2,6%, u Intermedijarnim proizvodima za 1,1%, dok su u Trajnim proizvodima za široku potrošnju pale za 0,8% i u Kapitalnim proizvodima za 0,6%.	In November 2012, as compared to November 2011, the producer prices in Energy were by 17.2%, in Non-durable consumer goods by 2.6% and in Intermediate goods by 1.1% higher, while in Durable consumer goods they decreased by 0.8% and in Capital goods by 0.6%.

U studenome 2012. u usporedbi s listopadom 2012. proizvođačke cijene u Rudarstvu i vađenju pale su za 2.7%, u Prerađivačkoj industriji za 0,9%, u Opskrbi vodom; uklanjanju otpadnih voda, gospodarenju otpadom te djelatnostima sanacije okoliša (samo odjeljak 36) za 0,6%, i u Opskrbi električnom energijom, plinom, parom i klimatizaciji za 0,5%.	In November 2012, as compared to October 2012, the producer prices decreased in Mining and quarrying by 2.7%, in Manufacturing by 0.9%,  in Water supply; sewerage, waste management and remediation activities (only division 36) by 0.6% and in Electricity, gas, steam and air conditioning by 0.5%.
U studenome 2012. u usporedbi sa studenim 2011. proizvođačke cijene u Rudarstvu i vađenju porasle su za 23,7%, u Opskrbi električnom energijom, plinom, parom i klimatizaciji za 20,2%, u Opskrbi vodom; uklanjanju otpadnih voda, gospodarenju otpadom te djelatnostima sanacije okoliša (samo odjeljak 36) za 19,3% te u Prerađivačkoj industriji za 2,2%.	In November 2012, as compared to November 2011, the producer prices increased in Mining and quarrying by 23.7%, in Electricity, gas, steam and air conditioning supply by 20.2%, in Water supply; sewerage, waste management and remediation activities (only division 36) by 19.3% and in Manufacturing by 2.2%.

In November 2012, as compared to October 2012, the producer prices increased in Electricity, gas, steam and air conditioning supply by 6.6%, while in Manufacturing they decreased by 0.6% and in Mining and quarrying by 0.3%.
U studenome 2012. u usporedbi sa studenim 2011. proizvođačke cijene u Opskrbi električnom energijom, plinom, parom i klimatizaciji porasle  su za 9,0%, u Rudarstvu i vađenju su za 5,8%, i u Prerađivačkoj industriji za 1,9%.	In November 2012, as compared to November 2011, the producer prices in Electricity, gas, steam and air conditioning supply increased by 9.0%, in Mining and quarrying by 5.8% and in Manufacturing by 1.9%.

Objavljivanje i diseminacija novih kratkoročnih pokazatelja proizvođačkih cijena industrije – indeksa proizvođačkih cijena na nedomaćem tržištu i kompozitnog pokazatelja – indeksa proizvođačkih cijena industrije, ukupno, osim dotadašnjeg objavljivanja i diseminiranja indeksa proizvođačkih cijena na domaćem tržištu, počevši od indeksa za siječanj 2011. u skladu s Kalendarom objavljivanja statističkih podataka za 2011. najavili smo u priopćenjima br. 2.1.9. za 2010. Novi izračunani indeksi uvedeni su radi usklađivanja s Uredbom za kratkoročne statistike Europske unije (EU)^1) i povećanja razine usklađenosti statistike Republike Hrvatske s EU-om.				Besides publishing and dissemination of the existing industrial producer price indices on domestic market, starting with indices for January 2011 in line with the 2011 Calendar of Statistical Data Issues, the publishing and dissemination of new short-term indicators – industrial producer price indices on the non-domestic market as well as composite indicator – total industrial producer price indices was already announced in the first release No. 2.1.9 for 2010. The new calculated indices have been introduced because of the harmonisation with the Regulation on EU^1) short-term statistics in order to rise up the level of compliance of the statistics of the Republic of Croatia with the EU.

Koncepti, definicije i terminologija u ovom su priopćenju u potpunosti usklađeni s onom kojom se koristi i propisuje EU. Tako je izraz indeks cijena industrijskih proizvoda pri proizvođačima promijenjen u indeks proizvođačkih cijena industrije (vidi napomene na kraju priopćenja).					Concepts, definitions and terminology is completely harmonised in this first release with the one used and regulated by the EU. Therefore, the term "industrial producers’ price index” has been changed to the “industrial producer price index” (see also notes to users).
Indeks proizvođačkih cijena industrije prema terminologiji EU-a naziva se još i indeksom outputa industrije, a izraz proizvođačke cijene industrije smatra se njegovim sinonimom. Pod pojmom indeks proizvođačkih cijena industrije, ako nije specificirano, podrazumijeva se ukupni indeks proizvođačkih cijena industrije (domaće i nedomaće tržište). Ukupni indeks proizvođačkih cijena industrije sadržava dva podindeksa, tj. indeks proizvođačkih cijena industrije na domaćem tržištu i indeks proizvođačkih cijena industrije na nedomaćem tržištu. Kombinacija podindeksa za ta dva tržišta daje promjene u indeksu proizvođačkih cijena industrije za dane proizvode/usluge, dok agregacija daje odjeljke proizvoda iste djelatnosti.					The total industrial producer price index is composed of two sub-indices, that is, the industrial producer price index on the domestic market and the industrial producer price index on the non-domestic market. The combination of sub-indices for these two markets provides changes in given products/services, while their aggregation provides divisions of products and activities.

Indeks proizvođačkih cijena industrije važan je kratkoročni pokazatelj poslovnog ciklusa koji pokazuje mjesečnu promjenu proizvođačkih cijena industrijskih proizvoda industrijskog sektora (područja B, C, D i E (samo odjeljak 36) prema NKD-u 2007.) ukupno, na domaćem iIi nedomaćem tržištu. Prema konceptu EU-a, važan je poslovni pokazatelj kojim se promatraju cijene na različitim stupnjevima proizvodnog procesa, sredstvo je za razlikovanje efektivnog rasta neke djelatnosti pri promjeni cijena i osigurava informacije poslovnim subjektima po tržištima koja ih zanimaju. Također može nagovijestiti inflatorna kretanja prije nego što dođu do potrošača.					The industrial producer price index is an important short-term indicator of the business cycle that shows monthly price changes in the total industrial sector (the NKD 2007. sections B, C, D and E – only division 36), on the domestic and non-domestic market. According to the EU concept, it is an important business indicator that permits monthly monitoring of prices at different stages of the manufacturing process. It is also a mean of distinguishing the effective growth of an activity due to price changes, provides information to the business community on particular markets of their interest. It may indicate inflationary changes before they reach consumers as well.
U ovom priopćenju svi indeksi prikazani su u izvornom (neprilagođenom) obliku, a izračunani su na temelju podataka prikupljenih revidiranim Mjesečnim istraživanjem o proizvođačkim cijenama industrije (IND-3/KPS/M) za 2012. U Posebnoj napomeni korisnicima na kraju ovog priopćenja dana su dodatna objašnjenja.					In this first release, all indices are presented in original (unadjusted) form. They were calculated on the basis of data collected through the revised Monthly Survey on Industrial Producer Prices (IND-3/KPS/M form) for 2012. Special notes to users at the end of this report provide additional information.
Pravna i metodološka osnova					Legal and methodological framework
Mjesečno istraživanje o proizvođačkim cijenama industrije (IND-3/KPS/M) za 2012. provodi neposredno Državni zavod za statistiku na temelju Zakona o službenoj statistici (NN, br. 103/03. i 75/09.). Metoda prikupljanja podataka jest internetska aplikacija (metoda CAWI) u kojoj izvještajne jedinice neposredno pristupaju i ispunjavaju svoje podatke na temelju uputa za ispunjavanje.					The Monthly Survey on Industrial Producer Prices (IND-3/KPS/M form) in 2012 is carried out directly by the Croatian Bureau of Statistics on the basis of the Official Statistics Act (NN, Nos. 103/03 and 75/09). Collection method is internet application. Method of data collection is internet application (CAWI method) to which reporting units directly asses and fulfilling their data on the basis of instructions.
Koncepti i definicije koji se primjenjuju u istraživanju IND-3/KPS/M usklađeni su s konceptima i definicijama iz Metodologije za kratkoročne poslovne statistike EU-a (Tema 4, ISSN 1725-0099, Europska zajednica, 2006.) i Uredbe Komisije (EZ-a) br. 1503/2006. o definicijama varijabla, popisu varijabla i učestalosti prikupljanja podataka.					Concepts and definitions used in the IND-3/KPS/MSurvey are harmonised with the EU Methodology of Short-Term Business Statistics (Theme 4, ISSN 1725-0099; European Communities, 2006) as well as with the Commission Regulation (EC) No. 1503/2006 on definitions of variables, list of variables and frequency of data compilation.

(NN, br. 58/07. i 72/07.) B Rudarstvo i vađenje, C Prerađivačka industrija, D Opskrba električnom energijom, plinom, parom i klimatizacija i E Opskrba vodom; uklanjanje otpadnih voda, gospodarenje otpadom te djelatnosti sanacije okoliša (samo odjeljak 36).					The reporting units included in the IND-3/KPS/MSurvey are selected enterprises (legal entities and tradesmen) that produce selected products as defined in the Nomenclature of Industrial Products – NIP 2010., classified in the NKD 2007. activity sections B Mining and quarrying, C Manufacturing, D Electricity, gas, steam and air conditioning supply and E Water supply; sewerage, waste management and remediation activities (only division 36).
Za prikupljanje proizvođačkih cijena na domaćem i nedomaćem tržištu u istraživanju IND-3/KPS/M za 2012. obuhvaćen je reprezentativan uzorak industrijskih proizvoda na razini pokrivenih razreda djelatnosti NKD-a 2007., odnosno svi proizvodi koji su zabilježili prodaju veću od 20 milijuna kuna na domaćem tržištu, a 15 milijuna kuna na nedomaćem tržištu prema rezultatima PRODCOM istraživanja o industrijskoj proizvodnji (IND-21/PRODCOM/G) za 2010., a odabir poduzeća izvršen je prema njihovu udjelu u proizvodnji obuhvaćenih proizvoda, posebno za domaće i nedomaće tržište.					In order to collect data on industrial producer prices on the domestic and non-domestic market, the IND-3/KPS/M Survey for 2012 covers a representative sample of industrial products at the level of covered activity classes of the NKD 2007., that is, all products exceeding 20 million kuna on the domestic market and 15 million kuna on the non-domestic market according to the results of the PRODCOM Survey on Industrial Production (IND-21/PRODCOM/G form) for 2010, while the selection of enterprises has been done according to their share in the production of selected products, separately for domestic and non-domestic market.
U uzorak IND-3/KPS/M istraživanja za 2012. za proizvođačke cijene industrije na domaćem tržištu obuhvaćeno je 1 555 cijena artikala unutar izabranih proizvoda NIP-a 2010. u 1 165 poduzeća (pravnih osoba i obrtnika), a za proizvođačke cijene industrije na nedomaćem tržištu obuhvaćena je 831 cijena artikala unutar izabranih proizvoda NIP-a 2010. u 509 poduzeća (pravnih osoba i obrtnika).					For monitoring of the industrial producer prices on the domestic market, the sample for the IND-3/KPS/M Survey for 2012 covers 1 555 item prices within the selected NIP 2010. products in 1 165 enterprises (legal entities and tradesmen), while for monitoring of the industrial producer prices of the non-domestic market it covers 831 item prices within the selected NIP 2010. products in 509 enterprises (legal entities and tradesmen).
Točka izvještavanja					Reference point
Sve proizvođačke cijene industrije izvještavaju se kao transakcijske cijene 15. dana u izvještajnome mjesecu. Iskazuju se cijene po kojima proizvođač prodaje svoje proizvode redovitim kupcima na domaćem tržištu i/ili nedomaćem tržištu u najvećim količinama i za poznatoga kupca.					All industrial producer prices are recorded as transaction prices in effect on the 15^th day of a month indicated. Prices at which a producer sells the products at the domestic and/or non-domestic market in the largest quantities to known buyer are recorded.
Ispunjeni obrazac IND-3/KPS/M dostavlja se neposrednim pristupom internetskim stranicama Državnom zavodu za statistiku otprilike od 16. dana do kraja  tekućega izvještajnog mjeseca.					Completed IND-3/KPS/M forms are delivered directly on the website of the Croatian Bureau of Statistics in the period approximately from 16^th to the end of a current reporting month.
Definicije					Definitions
Za indekse proizvođačkih cijena na domaćem i nedomaćem tržištu potrebno je odvojeno kompilirati indekse proizvođačkih cijena na domaćem i nedomaćem tržištu prema destinaciji proizvoda.					The producer price indices on domestic and non-domestic market of the product require a separate compilation according to the destination in order to obtain producer price indices on domestic and non-domestic market.
Rezidentnost treće osobe koja je naručila ili kupila proizvod određuje destinaciju. Domaće tržište utvrđuje se onda kada je treća osoba/kupac rezident Republike Hrvatske isto kao i izvještajna jedinica, a nedomaće tržište utvrđeno je kad treća osoba/kupac nije rezident Republike Hrvatske.					The residency of the third party that has ordered or purchased the product determines the destination. The domestic market is defined when both a third party/buyer and a reporting unit are residents of the Republic of Croatia,  while the non-domestic market is defined when a third party/buyer is a resident outside the Republic of Croatia.
Proizvođačke cijene industrije na domaćem tržištu jesu cijene po kojima proizvođač prodaje svoje proizvode na domaćem tržištu u najvećim količinama, franko utovareno u vagon (kamion) u mjestu proizvođača ili cijena po kojoj proizvođač obračunava drugom poduzeću. U prodajnu cijenu ulazi naknada koju ostvaruje prodavač, a odbijaju se rabat i popust koji prodavač odobri kupcu te porez na dodanu vrijednost i trošarine.					Industrial producer prices on domestic market are either prices at which a producer sells products at the domestic market in the largest quantities, loaded free on rail (truck) at a factory gate at the location of a producer or a price charged to another company by a producer. The selling price is increased for the amount of the compensation obtained by the seller and deducted for the amount of the discount and rebate as well as the value added tax and excises.
Proizvođačke cijene industrije na nedomaćem tržištu jesu cijene po kojima proizvođač prodaje svoje proizvode na domaćem tržištu u najvećim količinama na nacionalnoj granici, fob (franko brod). U prodajnu cijenu ulazi regres koji ostvaruje prodavač, a odbijaju se rabat i popust koji prodavač odobri kupcu te porez na dodanu vrijednost i trošarine. Izvještajne jedinice daju cijene u nacionalnoj valuti (kuna i lipa). Cijene koje su u stranoj valuti preračunavaju se u nacionalnu valutu na temelju srednjeg tečaja Hrvatske narodne banke na 15. dan izvještajnog mjeseca.					Industrial producer prices on non-domestic market are prices at which a producer sells products at the domestic market (outside Croatia) in the largest quantities at the national frontier, FOB (free on board). The selling price is increased for the amount of the compensation obtained by the seller and deducted for the amount of the discount and rebate as well as the value added tax and excises. The reporting units present prices in the national currency – kuna and lipa. The prices expressed in the foreign currency are converted into the national currency on the basis of the mean exchange rate of the Croatian National Bank on the 15^th day of the reference month.
Metoda izračuna					Calculation method
Ukupni indeks proizvođačkih cijena industrije sadrži dva podindeksa, tj. indeks proizvođačkih cijena industrije na domaćem tržištu i indeks proizvođačkih cijena industrije na nedomaćem tržištu.					The total industrial producer price index is composed of two subindices, i.e. the industrial producer price index on the domestic market and the industrial producer price index on the non-domestic market.
Indeksi proizvođačkih cijena industrije na domaćem i nedomaćem tržištu za različite razine NKD-a 2007. izračunavaju se prema Laspeyresovoj formuli.					Industrial producer price indices on the domestic market and non-domestic market are calculated according to the Laspeyres formula for different levels of the NKD 2007.
Iz podataka o cijenama izračunavaju se individualni indeksi za svaki reprezentativni proizvod stavljanjem u odnos cijena tekućeg razdoblja s cijenama u baznom razdoblju (prosinac prethodne godine).					Individual indices for each representative product are calculated from data on prices by dividing prices of a current period by prices of a base period (December of a previous year).
Iz individualnih indeksa cijena vaganom aritmetičkom sredinom izračunavaju se agregatni indeksi, tj. indeksi skupina, odjeljaka i područja NKD-a 2007. te ukupni indeks industrije prema modificiranoj Laspeyresovoj formuli:					Aggregate indices, that is, indices of groups, divisions and sections of the NKD 2007. as well as the total industry index calculated by a weighted arithmetic mean from individual indices according to the modified Laspeyres  formula:

Ponderi					Weights
Od siječnja 2012. primjenjuje se struktura na temelju vrijednosti prodaje na razini skupine proizvoda iz PRODCOM istraživanja o industrijskoj proizvodnji (IND-21/PRODCOM/G) za 2010.					Since January 2012, a structure based on production sold value at the group level taken from the PRODCOM Survey on Industrial Production (IND-21/PRODCOM/G form) for 2010 has been applied.
Sadašnji ponderacijski sustav temelji se na 2005. Ponderacijski sustav mijenja se svakih pet godina, a svake godine ponderi se djelomično korigiraju za promjene nastale u kretanju cijena.					The current weighting system was based in 2005. The weighting system is changed every five years, while weights are partly corrected every year, in relation to changes in prices.

Indeksi proizvođačkih cijena industrije ukupno, na domaćem tržištu i nedomaćem tržištu, publicira se na razini industrije ukupno prema područjima i odjeljcima djelatnosti NKD-a 2007. te agregatima GIG-a 2009. i konačnoj namjeni proizvoda na razini skupina NKD-a 2007. Grupiranje na razini skupina ili odjeljaka NKD-a 2007. prema GIG-u 2009.^2) s abecednim oznakama kratica izvršeno je na sljedeći način:					The total industrial producer price indices, both on the domestic and non-domestic market, are publishing for the total industry according to the NKD 2007. sections and divisions and to MIGs 2009. aggregates by end use of products an the NKD 2007. group level. Previously published time series entitled the Producers’ Price Indices, published in the 2010 Calendar of Statistical Data Issues as well as in the previous years, referred in all publications of the Croatian Bureau of Statistics to producers’ price indices on the domestic market and are consistent with the indicator of the industrial producer price index on domestic market in this first release.
