TRANSPORT OF GOODS, 2001 - 2007

U ovom priopćenju
objavljeni su revidirani podaci o cestovnom prijevozu robe za razdoblje od
2001. do 2007. Revizija obuhvaća korištenje poboljšanom metodom obračuna
ponavljajućih putovanja (putovanja na kojima se ista količina i vrsta robe
prevozi od istog mjesta utovara robe do istog mjesta istovara robe više
puta tijekom istog dana).

This
release presents the revised data on road the transport of goods for the
period from 2001 to 2007. The revision includes the use of improved
calculation methods for recurring journeys (journeys on which the same
quantity and type of goods are transported from the same place of loading
of goods to the same place of unloading of goods several times in the same
day).

|
|
|
Glavna svrha
revizije jest poboljšanje kvalitete podataka te dobivanje serije podataka
od 2001. do 2007. koja bi bila usporediva s podacima od 2008. nadalje.
Objavljeni podaci o cestovnom prijevozu robe od 2008. u različitim
publikacijama Državnog zavoda za statistiku neće se mijenjati.

The
main aim of the revision is the improvement of data quality and achieving
data series for the period from 2001 to 2007 that would be comparable with
data since 2008 onwards. The data on the road transport of goods since 2008
onwards that were published in various publications of the Croatian Bureau
of Statistics will not be changed.

Utjecaj
statističke revizije na prevezene tone čini u prosjeku povećanje od 73,0% u
odnosu na dosad objavljene podatke za razdoblje od 2001. do 2007. dok
utjecaj statističke revizije na ostvarene tonske kilometre čini u prosjeku
povećanje od 9,6%.

The statistical
revision caused the average increase in the transported tonnes of 73.0% and
in the performed tonne kilometres of 9.6%, as compared to previously
published data for the period from 2001 to 2007.

Prosječna stopa
rasta ukupno prevezenih tona robe za razdoblje od 2001. do 2007. iznosi
7,2%. Prosječna stopa rasta ukupnih tonskih kilometara u razdoblju od 2001.
do 2007. iznosi 7,0%.

The
average growth rate of the total transported tonnes of goods in the period
from 2001 to 2007 amounted to 7.2%. The average growth rate of the total
tonne-kilometres in the period from 2001 to 2007 amounted to 7.0%.

|
|
|
Prosječni udio
cestovnog prijevoza robe u ukupnome kopnenom prijevozu robe za razdoblje od
2001. do 2007. iznosi 68,4%.

The
average share of the road transport of goods in the total inland transport
of goods in the period from 2001 to 2007 amounted to 68.4%.

revidiranih podataka iskazana u indeksima na godišnjoj osnovi nalazi se u
tablici 2. ovog priopćenja.

The
comparison of the revised data expressed as indices on the annual basis are
presented in table 2. of this release.

|
Metodologija za
istraživanje o cestovnom prijevozu robe provodi se u skladu s metodološkim
pravilima i načelima Statističkog ureda Europske unije (Eurostat) u skladu
s Propisom EU-a br. 1172/98 od 25. svibnja 1998. o statističkim izvješćima
koja se odnose na prijevoz robe cestom i pripadajućim uredbama.

The
methodology of the statistical Survey on Road Transport of Goods is in
accordance with methodological rules and principles of the Statistical
Office of the European Communities (Eurostat) and the EU Regulation No.
1172/98 of 25 May 1998 concerning statistical reports on road transport of
goods and all implementing Regulations.

|
Istraživanje o
cestovnom prijevozu robe jest tjedno statističko istraživanje koje
se provodi kontinuirano tijekom cijele godine. Cilj istraživanja cestovnog
prijevoza robe jest prikupljanje, obrada i objavljivanje podataka o obujmu
prijevoza robe cestom, poslovnim subjektima koji se bave prijevozom robe
bilo javnim prijevozom bilo prijevozom za vlastite potrebe.

The
Survey on Road Transport of Goods is a weekly statistical survey conducted
continuously throughout the year. The objective of the survey is to
collect, process and disseminate data on the volume of road transport of
goods as well as data on business entities conducting the transport of
goods, either for hire or reward or for own account.

|
|
Istraživanje se
provodi metodom stratificiranoga uzorka a stratume čine određeni razredi
nosivosti teretnih vozila. Statistička jedinica promatranja jest izabrano
cestovno teretno motorno vozilo (uključujući tegljače) nosivosti veće od 3
500 kg i registrirano u Ministarstvu unutarnjih poslova. Izvještajne
jedinice jesu poslovni subjekti (pravne i fizičke osobe) koji su vlasnici
ili korisnici cestovnoga teretnoga motornog vozila izabrana uzorkom.
Razdoblje promatranja jest razdoblje od jednog tjedna (od ponedjeljka do
nedjelje).

The
survey is conducted by stratified sample method and strata are specific
classes of carrying capacity of freight vehicles. Statistical monitoring
unit is selected freight road motor vehicle (including road tractors) with
a loading capacity of over 3 500 kg that are registered with the Ministry
of the Interior. Reporting units are business entities (legal entities and
natural persons) who own or just use a freight road motor vehicle selected
into the sample. The monitoring period is one week (Monday to Sunday).

Osnovni registar
za izbor i formiranje osnovnog skupa i uzorka jest Registar registriranih
motornih i priključnih vozila koji vodi Ministarstvo unutarnjih poslova.
Stratume osnovnog skupa čine teretna vozila nosivosti veće od 3,5 t
(razvrstana prema razredima nosivosti) i vučna vozila (tegljači).

The
main register for choosing and creating of a basic population and sample is
the Register of Motor Vehicles and Trailers kept by the Ministry of the
Interior. The strata of the basic population are made of freight vehicles
with carrying capacity of over 3.5 tonnes (sorted by classes of carrying
capacity) and tractive vehicles (road tractors).

Izbor uzorka vrši
se tromjesečno, s najnovijim stanjem vozila registra MUP-a. Nakon primitka
podataka o registriranim vozilima od MUP-a iz obuhvata se izdvajaju
registarske oznake vozila malih nosivosti ili određenih oblika karoserija
koje nisu predmet istraživanja te se vrši uparivanje sa Statističkim
poslovnim registrom i drugim konzultacijskim bazama zbog preuzimanja
adresnih i drugih podataka o korisnicima ili vlasnicima vozila te njihovoj
djelatnosti. Na tako pripremljenome osnovnom skupu vrši se odabir uzorka.

A
sample selection is done on quarterly basis, including the latest situation
of vehicles registered with the Ministry of the Interior. After receiving
data on registered vehicles from the Ministry of the Interior, numbers of
licence plates of vehicles with low carrying capacity and specific types of
vehicles allocated from the coverage are separated from the coverage, after
which the pairing up of the data with the Statistical Business Register and
other consulting databases are done in order to take over addresses and
other data on vehicle users or owners and their activities. The sample
selection is then made on thus defined population.

|
|
U svakom
tromjesečju u uzorak je izabrano 2 600 vozila (oko 10% registriranih
vozila). Broj vozila u uzorku po pojedinim stratumima mijenja se po
tromjesečjima kako bi se optimizirala standardna pogreška procjene srednje
vrijednosti prevezene robe po vozilu u jednom tjednu na razini stratuma i
cijele populacije.

In each
quarter, 2 600 vehicles were chosen into the sample (approximately 10% of
registered vehicles). The number of vehicles in the sample by particular
strata changed through quarters in order to optimise the standard error of
the mean value assessment of carried goods per vehicle during one week at
the level of the stratum and total population.

jest međunarodni cestovni prijevoz koji obavlja cestovno prijevozno
sredstvo registrirano u Republici Hrvatskoj. Mjesto utovara i mjesto
istovara su u inozemstvu.

Cross-trade road transport comprises the international road transport performed
by a road motor vehicle registered in the Republic of Croatia. A place of
loading and place of unloading are abroad.

Do 2000. Državni
zavod za statistiku prikupljao je podatke o cestovnome javnom prijevozu
robe od poduzeća koja su bila registrirana u djelatnosti cestovnog
prijevoza robe. U razdoblju od 1996. do 2000. prikupljeni su i podaci o
prijevozu za vlastite potrebe od poduzeća koja su registrirana u drugim
djelatnostima, a koja su prijevoz robe obavljala bez naknade radi
zadovoljavanja proizvodnih ili uslužnih potreba u okviru svojih
djelatnosti.

Until
2000, the Croatian Bureau of Statistics collected data on the road
transport of goods for hire or reward from companies that were registered
in the activity of the road transport of goods, while in the period from
1996 to 2000 data were collected on the transport for own account from
companies that were registered in other activities and performed the
transport of goods without hire or reward in order to meet the production
or service needs within the framework of their activities.

Tijekom 2000.
Državni zavod za statistiku počeo je pripremne radnje u cilju usklađivanja
statističkog istraživanja s tada važećom pravnom stečevinom EU-a i u 2001.
počeo provoditi statističko istraživanje o cestovnom prijevozu robe.
Istraživanje se razlikovalo od dotadašnjeg istraživanja u metodološkom
dijelu, obuhvatu i tehnologiji obrade prikupljenih podataka. Samim time,
podaci više nisu bili usporedivi s prijašnjim godinama.

In
2000, the Croatian Bureau of Statistics started preparatory works in order to
harmonise the statistical survey with the valid EU acquis and began to
conduct, in 2001, a statistical survey on the road transport of goods. This
survey differed from the previous on in methodology, coverage and
technology of processing the collected data. Therefore, data were no longer
comparable with previous years.

U 2007. počeo je
projekt uvođenja novoga programskog paketa za provođenje statističkog
istraživanja o cestovnom prijevozu robe te su se u skladu s novim uredbama
Europske komisije uvele u istraživanje nove klasifikacije djelatnosti (NKD
2007.), nova klasifikacija robe (NST 2007) i nove šifre teritorijalnih
jedinica za potrebe statistike (NUTS 2006).

The
year 2007 saw the beginning of a project of the introduction of a new
software package to be used in conducting of the statistical survey on the
road transport of goods and, in compliance with new regulations introduced
by the European Commission, a new classification of activities (NKD 2007.),
a new classification of goods (NST 2007) and new codes of territorial units
for statistical purposes (NUTS 2006) were introduced into the survey.

Od 1. siječnja
2008. provodi se istraživanje koje je potpuno usklađeno s pravnom
stečevinom EU-a. 2008. Državni zavod za statistiku počeo je redovito
dostavljati podatake Eurostatu.

Since 1
January 2008, the survey that is fully compliant with the EU legislation
has been conducted and since 2008 the Croatian Bureau of Statistics has
started to deliver its data to Eurostat on the regular basis.

Kako bi se dobila
usporediva serija podataka od 2001. do 2011., izvršeno je preračunavanje
podataka od 2001. do 2007. te su podaci o cestovnom prijevozu robe u ovom
priopćenju revidirani i razlikuju se od dosad objavljenih podataka za
razdoblje od 2001. do 2007. Novi revidirani podaci dobiveni su na temelju
poboljšane metode izračuna prevezene robe, tonskih kilometara i prijeđenih
kilometara za ponavljajuća putovanja, uključivanjem broja takvih putovanja
u metodu obračuna.

In
order to obtain comparable data series in the period from 2001 to 2011, the
data for the period from 2001 to 2007 were backcasted and data on the road
transport of goods were revised in this release and differ from the
previously published data for the period from 2001 to 2007. The new revised
data were obtained on the basis of improved methods of calculation of
transported goods, tonne-kilometres and vehicle kilometres for recurring
journeys by including the number of such journeys in the method of
calculation.

Ponavljajuća
putovanja odnose se na putovanja na kojima se ista količina i vrsta robe
prevozi od istog mjesta utovara robe do istog mjesta istovara robe više
puta tijekom istog dana. Primjena poboljšane metode obračuna najviše utječe
na podatke o količini prevezene robe i ostvarenim tonskim kilometrima u
unutarnjem prijevozu, a samim time i na ukupne podatke.

Recurring
journeys relate to journeys on which the same quantity and the same type of
goods are transported from the same place of loading of goods to the same
place of unloading of goods in the same day. The application of the
improved methods of calculating influences to the great extent the data on
the quantity of goods and performed tonne kilometres in the national
transport and thus on the total data.

Glavna namjena
revizije jest poboljšanje kvalitete podataka te dobivanje serije podataka
od 2001. do 2007. koja bi bila usporediva s podacima od 2008. nadalje.

The
main aim of the revision is the improvement of data quality and achievement
of data series from 2001 to 2007 that would be comparable with data from
2008 onwards.
