U 2011. u Republici Hrvatskoj utrošeno je 2 486 156 000 kuna
sredstava državnog proračuna za aktivnost istraživanja i razvoja.

2011, the amount of 2 486 156 000 kuna of the Government Budget
appropriations or outlays was spent for the R&D activity.

Udio državnih proračunskih sredstava za istraživanje i razvoj
u BDP-u u 2011. iznosio je 0,74%.

The
share of the Government Budget appropriations or outlays for the R&D in
GDP reached 0.74% in 2011.
|
|
|
|
|
|
Više od dvije trećine sredstava državnog proračuna za
istraživanje i razvoj u 2011. bilo je namijenjeno sektoru visokog
obrazovanja (69,51%). Slijedi državni sektor s 24,06%, dok je najmanje
sredstava, 0,09%, bilo namijenjeno neprofitnom sektoru.

More
than two thirds of the Government Budget appropriations or outlays for the
R&D activity in 2011 were intended for the Higher education sector
(69.51%). The Government sector followed with 24.06%, while the lowest
share, 0.09%, was intended for the Non-profit sector.

|
Prema društveno-ekonomskim ciljevima, najviše sredstava
državnog proračuna za istraživanje i razvoj u 2011. bilo je utrošeno za
cilj Opće unapređenje znanja: Istraživanje i razvoj financiran iz fondova
visokih učilišta (54,72%). Slijedi cilj Opće unapređenje znanja:
Istraživanje i razvoj financiran iz drugih izvora (osim fondova visokih
učilišta) s 35,25%, a najmanje sredstava bilo je utrošeno za cilj
Istraživanje i iskorištavanje svemira (0,06%).

Regarding
the socio-economic objectives, the highest amount (54.72%) of the
Government Budget appropriations or outlays for the R&D activity was
spent for the objective “General advancement of knowledge:
R&D financed from general university funds (GUF)”. The objective
“General advancement of knowledge: R&D financed from other sources than
GUF” followed with 35.25%, while the lowest amount was spent for the
objective “Exploration and exploitation of
space” (0.06%).

Planirana sredstva za istraživanje i razvoj iz državnog
proračuna u 2012. (prema donesenom proračunu za 2012.) iznosila su 2 599
858 000 kuna. Najviše sredstava, 48,53%, planirano je za cilj Opće
unapređenje znanja: Istraživanje i razvoj financiran iz fondova visokih
učilišta.

activity in 2012 (according to the adopted Government Budget for 2012)
amounted to 2 599 858 000 kuna. The most of them, 48.53%, were intended for

Podaci su rezultat obrade istraživanja o proračunskim
izdvajanjima za istraživanje i razvoj 2011. – 2012. provedenoga u 2012.
Istraživanje je u Državnom zavodu za statistiku prvi put provedeno u 2009.
kao pilot-
-istraživanje kojemu je svrha bila testiranje metodologije i upitnika. Od
2010. istraživanje se provodi redovito. Podaci su prikupljeni Godišnjim
izvještajem o proračunskim izdvajanjima za istraživanje i razvoj
Ministarstva znanosti, obrazovanja i športa (obrazac PIIR-1) i Godišnjim
izvještajem o proračunskim izdvajanjima za istraživanje i razvoj ostalih
državnih tijela (obrazac PIIR-2).

The data were obtained through the Survey on the
Government Budget Appropriations or Outlays for the R&D Activity 2011 –
2012, carried out in 2012. The survey was carried for the first time in the
Croatian Bureau of Statistics in 2009 as a pilot survey with the aim of
testing a methodology and questionnaire. Since 2010, the survey has been
carried out on the regular basis. The data were collected by the Annual
Report on the Government Budget Appropriations or Outlays for the R&D
Activity of the Ministry of Science, Education and Sport (PIIR-1 form) and
the Annual Report on the Government Budget Appropriations or Outlays for
the R&D Activity of other government bodies (PIIR-2 form).

Metodološka osnova za provedbu istraživanja jest
međunarodno prihvaćeni standard koji je postavio OECD i objavio u
Priručniku Frascati 2002.

The methodological basis for the implementation of
the survey is the internationally acknowledged standard, which was set up
and published in the Frascati Manual 2002 by the OECD.

Ovim istraživanjem prikupljaju se podaci o
izdvajanjima za istraživanje i razvoj iz državnog proračuna prema
društveno-ekonomskim ciljevima uključujući sve dotacije međunarodnim IR
programima ili ustanovama u inozemstvu. Cilj istraživanja jest omogućiti
praćenje istraživačko-razvojne politike države preko njezina financiranja
istraživačko-razvojnih aktivnosti. Za razliku od istraživanja nad
organizacijama koje provode aktivnosti istraživanja i razvoja, ovo se
istraživanje usredotočuje na organizacije koje financiraju aktivnosti
istraživanja i razvoja.

This survey collects data on the Government Budget
appropriations or outlays according to the socio-economic objectives,
including all grants to the international R&D programmes or
institutions abroad. The objective of the survey is to enable the
monitoring of the state R&D policy through its financing of the R&D
activity. As opposed to the research imposed to organisations engaged in
the R&D activities, this survey focuses on organisations that finance the
R&D activity.

Statističkim istraživanjem o proračunskim
izdvajanjima za istraživanje i razvoj 2011. – 2012. obuhvaćaju se sva
državna tijela (izravni korisnici državnog proračuna) koja sudjeluju u
raspodjeli financijskih sredstava za istraživanje i razvoj u Republici
Hrvatskoj, tj. sva državna tijela koja su tijekom 2011. financirala i u
2012. planirala financirati aktivnost istraživanja i razvoja. Podaci se
temelje na stvarnim proračunskim izdacima za 2011. (svote efektivno
isplaćene tijekom godine) i donesenom proračunu za 2012. (svote koje je
izglasao Hrvatski sabor prije rebalansa proračuna).

The statistical Survey on Government Budget
Appropriations or Outlays for the R&D Activity 2011 – 2012 covers all
government bodies (direct beneficiaries of the Government Budget) involved
in the allocation of finances for the R&D activity in the Republic of
Croatia, that is, all government bodies who in 2011 financed and in 2012
planned to finance the R&D activity. The data are based on the actual
Government Budget appropriations or outlays for 2011 (money paid out during
the year) and the passed Government Budget for 2012 (amount enacted by the
Croatian Parliament before the Budget rebalance).

Za promatranje raspodjele državnih proračunskih
sredstava prema društveno-ekonomskim ciljevima korištena je Nomenklatura za
analizu i usporedbu znanstvenih programa i proračuna – NABS 2007, koja je
povezana s Priručnikom Frascati. Ta nomenklatura u 13 kategorija opisuje
društveno-ekonomske ciljeve, odnosno namjenu utrošenih sredstava za
istraživanje i razvoj.

The Nomenclature for the Analysis and Comparison of
Scientific Programmes and Budgets – NABS 2007 was used in monitoring of the
allocation of the Government Budget appropriations or outlays according to
the socio-economic objectives, which is correlated with the Frascati
Manual. This Nomenclature explains the socio-economic objectives, that is,
the purpose of the spent appropriations or outlays for the R&D in 13
categories.

Istraživanje i razvoj jest sustavan
stvaralački rad usmjeren povećanju znanja o prirodi, čovjeku, kulturi i
društvu te primjeni nastalih otkrića u praksi. Dijeli se na temeljna,
primijenjena i razvojna istraživanja.

Research and development (R&D)
comprise systematic creative work aimed at increasing the knowledge about
nature, man, culture and society and its application in practice. It is
divided into basic research, applied research and experimental development.

Poslovni sektor obuhvaća
poduzeća/trgovačka društva čija je glavna djelatnost proizvodnja roba i
usluga za tržište uz ekonomsku cijenu.

Business sector
comprises enterprises/trade companies and organisations the main activity
of which is the production of goods and services intended for market at
commercial price.
|
|
|
|
|
|
Državni sektor obuhvaća
institucije i druga tijela koja zajednici besplatno pružaju one zajedničke
usluge (osim visokog obrazovanja) koje se inače uz tržišne uvjete ne bi
mogle osigurati, a izraz su gospodarske i socijalne politike zajednice.
Javna poduzeća pripadaju poslovnom sektoru.

Government sector comprises institutions and other bodies offering
gratis common services to the community (except higher education) that,
respecting market conditions, cannot otherwise be secured and that
administer the economic and social policy of a community. Public
enterprises are included in the business sector.

|
Neprofitni sektor obuhvaća
neprofitne organizacije koje pružaju netržišna dobra ili usluge
kućanstvima, tj. široj javnosti, osim onih koje kontrolira i uglavnom
financira država, a njihovo je osnovno obilježje da ne mogu biti izvor
dohotka ili dobiti jedinicama koje ih kontroliraju.

Non-profit sector
comprises non-market, non-profit institutions serving households (that is,
the general public), except those mainly controlled and financed by
government, their main characteristic being that they should not be the
source of revenue or profit to the institutions controlling them.

|
|
|
|
Visoko obrazovanje obuhvaća visoka
učilišta bez obzira na izvor financiranja ili pravni status.
|
|
Higher education includes
institutions of higher education, irrespective of their source of financing
or legal status.
|
|
|
|
|
|
Inozemstvo obuhvaća sve
ustanove i pojedince koji se nalaze izvan političkih granica zemlje te sve
međunarodne organizacije (osim poduzeća) uključujući objekte i postrojenja
unutar granica zemlje.

|
Abroad includes
all institutions and individuals located outside the political borders
of a country as well as all international organisations (except business
enterprises) including facilities and operations within the country
borders.

|

|
Društveno-ekonomski cilj jesu osnovne
namjene sredstava za istraživanje i
razvoj koje je postavio OECD, a izražene su u 13 kategorija.

Socio-economic
objective represents the basic allocation of funds for R&D set up by
the OECD and expressed in 13 categories.
