Ovo priopćenje prikazuje podatke
temeljene na podacima Ankete o radnoj snazi (ARS), koji pokazuju postojeće
i potencijalne udjele ljudskih potencijala u znanosti i tehnologiji. Podaci
su sastavljeni u skladu s preporukama OECD-a priručnika Canberra1).
Metodologija Ankete o radnoj snazi u potpunosti je usklađena s onom koju
propisuje Statistički ured Europske unije (Eurostat) te omogućuje usporedbu
sa svim zemljama članicama Europske unije.

This issue of the first release presents results
based on the Labour Force Survey data, which show current and potential
stocks of human resources in science and technology. Data are compiled in
line with the recommendations of the OECD's Canberra Manual1).
The methodology for the survey is fully harmonised with the one prescribed
by the Statistical Office of the European Communities (Eurostat) and,
therefore, enables the comparison of the Republic of Croatia with all EU
Member States.

Ekonomsko okruženje koje se brzo mijenja
te sve veći naglasak na ekonomiji temeljnoj na znanju dovelo je do
povećanja međunarodnog interesa za mjerenje odgovarajućih vještina i njhovu
ulogu. Podaci o ljudskim potencijalima mogu poboljšati naše razumijevanje
ponude i potražnje za osobama u području znanosti i tehnologije. Tako se
ovo područje usredotočuje na dva glavna aspekta: udjele radne snage i
tijekove. Udjeli pokazuju potrebe za radnom snagom, a tijekovi pokazuju u
kojem će obujmu ta potražnja biti zadovoljena u budućnosti.

A rapidly-changing economic
environment and growing emphasis on the knowledge-based economy has seen a
mounting international interest in the role and measurement of relevant
skills. Data on HRST can improve our understanding of both the demand for,
and supply of, science and technology personnel. As a result, this domain
focuses on two main aspects: stocks and flows. Stocks serve to show the
needs for the labour force and the flows indicate to what degree this
demand is likely to be met in the future.

Postoje dva glavna aspekta koja mogu biti
korištena za identifikaciju ljudskih potencijala u znanosti i tehnologiji
(HRST):

There are two main aspects which can be used for
identifying human resources in science and technology (HRST):

da se pojedine skupine zanimanja razvrstavaju kao one koje su uvrštene u
HRSTO, a to su:

associate professionals) – occupations that cover mostly technical and
related tasks connected with research and the application of scientific or
artistic concepts and operational methods in the areas of life sciences,
engineering, biotechnical sciences, social sciences and humanities as well
as in biomedicine and health.

NKZ podvrste 122, 123 i 131: (direktori
dijelova trgovačkih društava i ustanova, direktori službi u trgovačkim
društvima i ustanovama i direktori malih trgovačkih društava i ustanova) –
oni upravljaju djelatnostima proizvodnje roba ili pružanja usluga; također
upravljaju djelatnošću službi te raznim malim tvrtkama.

NKZ, minor groups 122, 123 and 131: (production and
operations managers, other departmental managers and managers of small
enterprises) – occupations that manage the activities of the production of
goods or rendering services; they also manage department activities and
various small enterprises.

Analiza prema dobnim skupinama pokazuje
da su u razinama obrazovanja (NSKO 5 i 6) najzastupljenije osobe s više od
45 godina, njih ukupno 56,6%, a najmanje je osoba u dobnoj skupini od 35 do
44 godine, samo 19,9%.

The analysis by age groups shows that the persons in
the over-45 age group are mostly present at the ISCED levels 5 and 6 (the
total of 56.6%), while persons in the 35 – 44 age group are least present,
only 19.9% of them.
|

U Republici Hrvatskoj ekvivalent punoga
radnog vremena je više od 40 sati tjedno. Većinu NSKO-a 5 i 6 čine osobe
koje su zaposlene na puno radno vrijeme u aktivnostima znanosti i
tehnologije, 98,3%, dok je 1,7% osoba zaposleno na manje od punoga radnog
vremena. U aktivnostima znanosti i tehnologije u punome radnom vremenu
ukupno zaposlenih žena ima 53,8%, dok je muškaraca 46,2%.

In the Republic of Croatia, the full-time equivalent
is more than 40 hours a week. Most persons (98.3%) at the ISCED levels 5
and 6 are employed full-time in the science and technology activities,
while 1.7% of them are employed part-time. There are 53.8% of women and 46.2%
of men employed full-time in the science and technology activities.

Većinu zaposlenih u aktivnostima znanosti
i tehnologije čine stručnjaci i znanstvenici s 60,1%, zatim slijede
inženjeri, tehničari i srodna zanimanja s 29,2%, dok direktori dijelova
trgovačkih društava i ustanova, direktori službi u trgovačkim društvima i ustanovama
i direktori malih trgovačkih društava i ustanova čine samo 10,7%.

The majority of persons employed in
science and technology area are professionals (60.1%), followed by
technicians and associate professionals (29.2%), while production and operations
managers, other departmental managers and managers of small enterprises
make only 10.7%.

Iz ovog je grafikona vidljivo da u svim
zanimanjima HRST-a prevladavaju osobe iz dobne skupine od 45 do 64 godine,
dok najmanje zaposlenih ima u dobnoj skupini od 25 do 34 godine.

This graph shows that persons in the 45 – 64 age
group prevailed in all occupations of the human resources in science and
technology, while the smallest number of employed persons was recorded in
the 25 – 34 age group.

Podaci prikazani u ovom priopćenju dio su rezultata
Ankete o radnoj snazi. Anketa o radnoj snazi provedena je prvi put u
Republici Hrvatskoj u studenome 1996. kao godišnje istraživanje. Na isti
način bila je provedena u lipnju 1997. Od 1998. do 2006. Anketa se
provodila anketiranjem dijela kućanstva iz uzorka svakoga mjeseca te su se
rezultati objavljivali u polugodišnjoj dinamici. Tijekom 2006. Državni
zavod za statistiku osigurao je preduvjete za unapređenje Ankete o radnoj
snazi u metodološkom i provedbenom smislu radi dobivanja preciznijih
rezultata i potpunog usklađivanja s pravnom stečevinom Zajednice. Stoga se
od 2007. Anketa provodi kontinuirano, odnosno kućanstva se anketiraju
neprekidno tijekom cijele godine, što znači da je svaki tjedan referentni i
provedbeni. Prikupljeni podaci kontinuirano se dostavljaju Državnom zavodu
za statistiku, koji obrađuje i objavljuje rezultate u tromjesečnoj
dinamici.

Data in this first release are a part of Labour Force
Survey results. In the Republic of Croatia, the Labour Force Survey was
carried out for the first time in November 1996 as an annual survey. It was
carried out in the same manner in June 1997. In the period from 1998 to 2006,
the Labour Force Survey was carried out by interviewing a part of sampled
households every month and data were processed and published for each
half-year period. In 2006, the Croatian Bureau of Statistics set
preconditions for improving the Labour Force Survey in its methodology and
organisation, aiming at obtaining more precise results and achieving the
complete harmonisation with the Acquis Communitaire. Therefore, starting
from 2007, the Labour Force Survey has been carried out continuously, that
is, households are interviewed throughout the year, which means that every
week is both reference and interviewing one. Collected data are
continuously delivered to the Croatian Bureau of Statistics, which
processes and publishes results in quarterly dynamics.

U 2011. u 14 717 kućanstava anketirano je 34 067
osoba. Stopa neodgovora za 2011. iznosila je 24,4%, a stopa odbijanja
iznosila je 12,7%.

In 2011, there were 34 067 persons interviewed in 14
717 households. The overall non-response rate for 2011 was 24.4% and the
refusal rate was 12.7%.

Radi dobivanja potpune slike ponude i potražnje za
HRST-om, definicija se zasniva na dvjema dimenzijama, kvalifikaciji i
zanimanju. Kvalifikacijska os odnosi se na ponudu HRST-a, tj. na broj ljudi
koji su trenutačno ili potencijalno raspoloživi za rad na određenoj razini.
Potražnja za HRST-om, tj. brojem ljudi koji su zapravo bili potrebni u
aktivnostima znanosti i tehnologije, na određenoj razini u vezi je s
dimenzijom zanimanja. S obzirom na to da potražnja nije uvijek u skladu s
ponudom i da se vještine mogu naći izvan formalnog sustava obrazovanja,
predlaže se sljedeća kombinirana definicija.

In order to obtain the full picture of demand for and
supply of human resources in science and technology, the definition is
based on two aspects, qualification and occupation. The qualification
aspect presents the supply of human resources in science and technology,
that is, the number of persons currently or potentially available for the
work at a particular level. The demand for human resources in science and
technology, that is, the number of persons actually needed in the science
and technology activities at a particular level, is connected with the
occupation aspect. Because demand does not always match supply and because
skills can be obtained outside the formal education system, the following
combined definition is proposed.
