BUILDING PERMITS ISSUED, MARCH 2013

U ožujku 2013. izdana su 554 odobrenja za građenje, što je manje za 24,6% u odnosu na ožujak 2012.		In March 2013, there were 554 building permits issued, which was by 24.6% less than in March 2012.
Ukupan broj izdanih odobrenja za građenje u razdoblju od siječnja do ožujka 2013. u usporedbi s istim razdobljem 2012. manji je za 21,8%.		The total number of building permits issued in the period from January to March 2013 was by 21.8% less than in the same period of 2012.
U ožujku 2013.:		In March 2013:
-	prema vrstama građevina, 78,9% odobrenja izdano je za zgrade, a 21,1% za ostale građevine	-	by types of constructions, 78.9% out of the total number of permits were issued on buildings and 21.1% on civil engineering works
-	prema vrstama građenja, 74,5% odobrenja izdano je za novogradnju, a 25,5% za rekonstrukcije.	-	by types of construction works, 74.5% of permits were issued on new constructions and 25.5% on reconstructions.
Prema izdanim odobrenjima za građenje u ožujku 2013., predviđeno je građenje 991 stana s prosječnom površinom od 81,8 m^2.		According to permits issued in March 2013, it was expected for 991 dwellings with the average floor area of 81.8 m^2to be built.

U ovom priopćenju iskazani su podaci prikupljeni izvještajnom metodom s pomoću obrasca Mjesečni izvještaj o izdanim odobrenjima za građenje (obrazac GRAĐ-44a).		This release presents data collected by using the reporting method on the Monthly Report on Issued Building Permits (GRAĐ-44a form).

Mjesečni izvještaj o izdanim odobrenjima za građenje prikuplja se od nadležnih upravnih tijela županija, velikih gradova i gradova sjedišta županija, Grada Zagreba te Ministarstva graditeljstva i prostornog uređenja, koja izdaju akte kojima se na temelju Zakona o prostornom uređenju i gradnji (NN, br. 76/07., 38/09., 55/11., 90/11. i 50/12.) odobrava građenje (građevinske dozvole, potvrde glavnog projekta i rješenja o uvjetima građenja) te rješenja za građenje na temelju Zakona o postupanju i uvjetima gradnje radi poticanja ulaganja (NN, br. 69/09., 128/10. i 136/12.).		The monthly Report on Issued Building Permits is collected from the competent administration bodies in counties, major cities and county seats as well as the administrative body of the City of Zagreb and the Ministry of Construction and Physical Planning which issue documents, specified in the Physical Planning and Building Act (NN, Nos 76/07, 38/09, 55/11, 90/11 and 50/12), by which the construction is approved (building permits, main design certificate and decision on construction requirements) as well as legal decisions for construction on the basis of the Act on Procedures and Building Requirements for Investment Stimulation (NN, Nos 69/09, 128/10 and 136/12).
Podaci o vrstama građevina i radova razvrstani su prema Nacionalnoj klasifikaciji vrsta građevina – NKVG (Metodološke upute br. 41, ISBN 953-6667-33-9, Državni zavod za statistiku, 2002.). Ta klasifikacija usklađena je s klasifikacijom koju propisuje Statistički ured Europske unije (Classification of Types of Constructions – CC, final version).		Data on types of constructions and works are classified according to the National Classification of Types of Constructions – NKVG (Methodologies No. 41, ISBN 953-6667-33-9, CBS, 2002). This Classification is harmonised with the classification prescribed by the Statistical Office of the European Communities (Classification of Types of Construction − CC, final version).
Definicije		Definitions
Građevine su objekti povezani s tlom, za koje se obavljaju građevinski radovi, načinjeni od građevinskih materijala i gotovih proizvoda za ugradnju.		Constructions are structures connected with the ground, for which construction works are carried out and which are made of construction materials and ready-made components.
Zgrade su stalne građevine koje imaju krovište i vanjske zidove, sagrađene su kao samostalne uporabne cjeline koje pružaju zaštitu od vremenskih i drugih vanjskih utjecaja, a namijenjene su stanovanju, obavljanju neke djelatnosti ili smještaju i čuvanju životinja, robe, opreme za različite proizvodne i uslužne djelatnosti itd.		Buildings are permanent constructions covered with roof and closed with outer walls. They are built as separate useful units that protect from weather and other external conditions, intended for dwelling, for performing a certain activity or for placing and upkeeping of animals, goods, equipment used in various industrial activities and services etc.
U ovom istraživanju zgradama se smatraju i građevine koje imaju krov, ali nemaju (sve) zidove, npr. nadstrešnice te građevine koje su pretežno ili potpuno smještene ispod površine zemlje, npr. skloništa, podzemne garaže, prodavaonice i drugi poslovni prostori (npr. u pothodnicima) i sl.		In this survey, buildings are also constructions covered with roof but without (some of the) walls, e.g., porches and underground constructions, such as underground shelters, underground garages, underground shopping centres and other business spaces (e.g. in subways) etc.
Stambene zgrade jesu građevine u kojima je 50% ili više ukupne korisne podne površine zgrade namijenjeno za stambene svrhe.		Residential buildings are constructions in which 50% or more of the useful floor area is intended for dwelling purposes.
Nestambene zgrade jesu građevine koje nemaju stambene površine ili je manje od 50% ukupne korisne podne površine zgrade namijenjeno za stambene svrhe.		Non-residential buildings are constructions without dwelling area, in which less than 50% of the overall useful floor area is used for dwelling purposes.
površina zgrade jest zbroj površina svih etaža u zgradi koje su obuhvaćene vanjskim zidovima.		Floor area of a building is a sum total of areas of all floors of the building placed inside the outer walls.
Korisna površina stana jest podna površina stana mjerena unutar zidova stana.		Useful floor area of a dwelling is a floor area of the dwelling, measured inside the walls of the dwelling.
Volumen zgrade jest zbroj volumena svih natkrivenih dijelova zgrade uključujući vanjske zidove.		Volume of building is the sum total of volumes of all roofed-over spaces of the building, including outer walls.
Ostale građevine jesu sve građevine koje nisu zgrade, npr. ceste, pruge, cjevovodi, mostovi, brane, sportski tereni itd.		Civil engineering works are all constructions not classified under buildings, for example roads, railways, pipelines, bridges, dams, constructions intended for sports and recreation etc.
Novogradnja je gradnja nove građevine na mjestu na kojem prije nije bilo nikakve građevine ili je postojala, ali je uklonjena.		New constructions are newly built structure built on a location where no structure existed or on a location previously cleared by demolition.
rekonstrukcije su građevinski radovi kojima se utječe na bitna svojstva postojećih građevina, npr. dogradnja i nadogradnja, prenamjena i drugi radovi kojima se bitno poboljšava uporabna vrijednost građevine (npr. kapacitet, kakvoća, funkcija) i/ili kojima se produžuje ili barem obnavlja njezino trajanje.		Reconstructions are construction works that affect main characteristics of already existing constructions, for example, additions and extensions, conversions and other works, which may significantly improve the occupancy value of a construction (for example capacity, quality, function) and/or prolong or at least restore its duration.
Vrijednost radova određuje se prema troškovniku koji prilaže investitor. Koristi se za izračunavanje pristojbe za izdavanje odobrenja za građenje.		Value of works is defined according to the bill of costs submitted by an investor, which is used for defining a tax paid for issuing of a building permit.
